In 2020, Vladimir Putin signed Decree No. 199, according to which a new allowance for families with children was introduced in Russia. However, already in 2021, updates and changes in payments from 3 to 7 years are planned.

What's planned

Decree No.199 led to the appointment of payments for more than 4 million preschool children, with a total allocation for this purpose of over 200 billion in national currency. The urgency of the appointment was due to the extreme conditions of the coronavirus pandemic, the need to provide material support to families with small children left without a livelihood.

Based on the text of Decree No. 199, changes in payments to families with children aged 3 to 7 years in 2021 were foreseen in advance. Paragraph 4 indicated the need to assess the level of income of a family that received a monthly payment, and, based on the analysis, take measures that would increase the amount of payments from January of the current year.

In last year's version, the allowance was assigned to families in which the income per family member does not exceed half of the regional subsistence allowance. 50% of the child's subsistence minimum was paid in the region of residence. The PM indicator was taken for the II quarter of the past year. Changes in payments from 3 to 7 years in 2021 affected most of the above items.

Last changes

The prepared normative acts imply the introduction of additional conditions and the use of slightly different points of reference to determine who is entitled to benefits and in what amount. The main ones include the following:

  • Payments will average 5500 (50%), 7800 (75%) and 11000 rubles. (100%). The size is set for the regions of the Russian Federation, depending on the PM.
  • Annual recalculation, the need for which is obvious, since in the regions the subsistence minimum is changing by law, and payments are focused on a specific type - children's subsistence allowance.
  • The indicator for the second quarter of the past year is not a correct value, therefore they will take the PM of the year in which the family applied for benefits from the state.
  • An increased amount of the allowance is being established, but only families that meet the new need criteria can apply for it.
  • To determine the neediness criterion, per capita income will be taken as the basis, and it will be calculated together with the received benefit.
  • Zero income for no good reason is a reason for denying benefits. Parents must have an official source of income, or be registered as self-employed.
  • The living wage depends on the specific region. If we take the Stavropol Territory as an example, then the payment is due only to those families whose average per capita income per family in the period September 2019 - August 2020 did not exceed 10,081 rubles per month.

Even if, even together with the child allowance, which makes up half of the children's regional subsistence allowance, each family member does not receive half of the adult subsistence allowance, the right to receive an increased allowance arises. It is doubled, and not half of the child's PM is paid for the baby, but its full size.

In addition, if you submit an application in May 2021, then it will be counted from January to December 2020. The social contract will not be taken into account in family income. The property will be taken into account by the social security authorities at the time of application.

Only citizens of the Russian Federation can apply for state aid. In this case, assistance relies on relatives, guardians or adopted children of the specified age.

Outcomes

In 2021, it is planned to amend the Presidential Decree and the Government Decree, according to which benefits are paid for children from 3 years of age:

  1. The calculation of income will be made not for the II quarter of the past year.
  2. The increased allowance is due to those who, with the payment already assigned, have not reached a certain average per capita income.
  3. Not assigned with a large amount of movable and immovable property.
  4. Not eligible if the parents have zero income, but without a good reason.
