Proposals to increase military pensions

According to the latest news from the State Duma, it was planned to increase military pensions by a higher percentage in 2021. The date of introduction of changes into effect is October 1. However, already in mid-2020, at the hearings, it was noted that a too sharp increase in military pensions for the next year was not provided.

Over the past few years (from 2015 to 2019), military pensions have not been indexed at all. As a result, it turns out that the state owes more than 20% to military pensioners.

According to experts, there is a difference of 9 months in which inflation must be taken into account without fail. However, in reality, it turns out to be confusion.

Otherwise, it will not be visible. Such a bill has already been supported by the Ministry of Labor, the Fair Russia party and journalists.

Such a bill is necessary, since the provision on the indexation of military pensions is contained in the Constitution of the Russian Federation and individual federal laws of the country.

Plans included in the draft federal budget allocation for 2021

In 2020, a 3-year federal budget distribution plan was published. The data were provided in the official source - on the website of the Moscow government. The following amounts have been approved:

• in 2020 - 20.4 trillion rubles;
• in 2021 - 21, 2 trillion rubles;
• in 2022 - 22 trillion rubles.

As indicated in the document, about 5 trillion rubles are planned for the pensions of civil servants, military personnel, law enforcement officers. This amounts to 4.4% of the total state GDP. The amount is already indicated taking into account the growth of inflation. However, we are not talking about indexing.

The Ministry of Finance said that 600 billion rubles were allocated for the payment of pensions to the military for 2020-2022. According to V. Putin, this is much more than in previous years. No other changes in relation to military personnel are foreseen for 2021.

The RF Armed Forces say that pensions for military personnel should be much higher than for ordinary citizens. This is due to the specifics of the work of the military. Such activities also include risks to life, harm to health.

The State Duma noted that the following factors affect the growth of military pensions:

• growth in the number of military pensioners in 1 year;
• rising inflation.

In this regard, there is a need to revise the indexation of military pensions, as well as the percentage of the reduction coefficient.
