Plans for 2021

The State Duma is considering bill No. 859941-7 "On Amendments to Certain Legislative Acts in Connection with the Adoption of the Federal Law" On the Consumer Basket as a Whole in the Russian Federation ".

According to the document, in 2021:

1. A new parameter of the minimum wage should be established throughout Russia, including in the Moscow region. The minimum wage is planned to be established from 01.01.2021 in the amount of 31,087 rubles.
2. In addition, the approved document will reflect the calculations of the consumer basket. This is a minimum grocery set, non-food services and goods. The size of the minimum wage depends on the consumer basket.
3. According to the bill, the value of the basket will increase at least 3 times. It will include new positions: both goods and services that correspond to the current preferences of citizens.

Back in 2019, Maxim Topilin, being the head of the Ministry of Labor of the Russian Federation, made a statement about revising the consumer basket upward. The ex-minister, and now the Chairman of the Board of the Pension Fund of the Russian Federation, said that the size of the minimum wage would also be increased.

At the same time, there will be a revision of the minimum wage standards throughout Russia, including the Moscow region. Topilin assured that changes in the ratio of wages of workers in the public sector will be analyzed, and promised that by the end of 2020 the issue with the consumer basket will be resolved.

Minimum salary in the Moscow region in 2020

In the Moscow region, the following indicators of the minimum wage apply:

• 12 thousand 130 rubles are received by citizens working in enterprises financed from the federal budget. The parameter was established from January 1, 2020 in accordance with Federal Law No. 82-FZ of June 19, 2000 (as amended on December 27, 2019);
• 15 thousand rubles - for employees of employers-legal entities (organizations) and employers-individuals who have drawn up an employment contract with employees and carry out activities in the Moscow region. An exception is organizations that receive funding from the state budget.

The parameter in the amount of 15,000 rubles was established on the basis of the agreement on the minimum wage in the Moscow region. It was attended by:

1. Regional government.
2. Union "Moscow Regional Association of Trade Union Organizations".
3. Associations of employers of the Moscow region.

Document No. 243 was signed on October 31, 2019 in the city of Krasnogorsk. According to Federal Law No. 436-FZ of December 27, 2019, the minimum wage increased in 2020.

The document has been amended: from 2021, city and regional authorities will be able to form the minimum wage above the subsistence level for the second quarter. The text in the second paragraph of the first article of the law has changed.
