The issue of increasing social benefits worries many pensioners in Moscow, especially those who have this payment - the only income. Representatives of the Pension Fund of the Russian Federation told whether non-working citizens of retirement age should expect an increase in their pension in 2021.
How much do pensioners get in Moscow
The metropolitan region is traditionally considered one of the most prosperous in terms of retirement benefits. Indeed, in Moscow the amount of social benefits is higher than in some other constituent entities of the Russian Federation. But here one important factor must be taken into account - the cost of many consumer goods also exceeds the national average.
In this regard, the regional authorities have established a number of benefits and additional payments designed to compensate elderly people for part of their costs.
The procedure for calculating pensions in Moscow
Unlike other subjects, in the capital there is a slightly different procedure for calculating social benefits, which is determined by the period of residence in the region:
- Elderly citizens registered in the capital less than 10 years ago are entitled to a pension in the amount of the PMP (the living wage of a pensioner). Now this figure is 12,578 rubles.
- Those whose registration period in the capital is more than 10 years receive a pension in the amount of the GSS (city social standard). From September 1, 2019, this amount is 19.5 thousand rubles.
Naturally, we are talking about the minimum amount of pension payments. According to the legislation of the Russian Federation, the amount of the federal benefit cannot be less than the size of the primary medical care in the region. If the accrued pension is below this value, then the pensioner is entitled to an additional subsidy from the budget (regional social supplement).
Thus, the amount is made up of the pension payment, brought to the level of the PMP in the region, and the increase received as a result of indexation. In general, the process of increasing social benefits in the capital, as in other regions, takes place in three stages:
- The insurance part of the old-age pension is indexed annually from January 1. So, at the beginning of this year, the size of the payment increased by 6, 6%, and the cost of the pension point was 93 rubles against 87, 24 rubles in 2019.
- From April 1, the size of pensions for state security, including social ones, also increases annually. In the coming year, such payments were indexed by 6.1%.
- From August 1, 2020, the amount of the insurance part of the payment will increase for those who still worked in 2019. The maximum amount is three retirement points.
How much will the amount of social benefits increase in 2021
Recently, the indexation of the insurance part of the pension was carried out ahead of the inflation rate, while the rise in prices in the previous two years was more than modest.
Now, against the backdrop of the global economic crisis and the widespread spread of coronavirus infection, there has been a sharp increase in the cost of essential goods, including food. Therefore, most likely, inflation by the end of 2020 will be much higher than that predicted by the Central Bank (4.1%).
To ensure pension payments in the budget of the Federation, an amount has been allocated, taking into account inflation, at 6.3%. If an unfavorable scenario develops, implying an increase in the cost of goods and services above the specified threshold, the index, according to the law, must be increased. Although it is not worth expecting that the increase in pensions for non-working pensioners in 2021 will exceed the inflation rate, it is still not worth it.

New rules for assigning a pension
According to the Izvestia newspaper, from January 1, 2021 in Russia, including in Moscow, a new system for assigning pension payments will be introduced, which will be non-declaring. It is assumed that Russians who have reached the age of 45 will begin to receive notifications about the state of their pension savings through the State Services portal.
The project was developed with the participation of the Ministry of Labor of the Russian Federation, which plans to introduce digital technologies in various areas of its jurisdiction and pension, including.
The initiative of the labor department found support from almost all factions of the State Duma, which was expressed in the creation of a draft law "On Amendments to Certain Legislative Acts of the Russian Federation on the Issues of Appointment and Payment of Pensions in Order to Create Convenient Conditions for Exercising the Right to Pension Provision."
