The rest of the needs involve obtaining an electronic pass, and this measure will be maintained for the entire period of the imposed quarantine. A document with a special code can be of three categories:

  • for commuting;
  • to visit medical institutions for medical purposes (without limiting the number of trips per week);
  • for personal purposes (twice within 7 days).

The first category of those who do not need a pass are citizens who stay at home and leave their homes for a short period of time for urgent needs. After all, everyone needs something to eat, buy medicines at the pharmacy and regularly throw out the trash.

Dog owners are lucky in this regard - even though only one person can walk a pet, wearing a mask and at a safe distance from other citizens, they have the opportunity to walk regularly.

The relevant laws and regulations on the introduction of tightening and movement in transport only in the presence of a duly executed document, the mayor of Moscow (No. 43-UM) and the governor of the Moscow region (No. 177-PG) were signed on 2020-11-04.

They just have their own passes issued by government agencies, which can be controlled in the same way if necessary.

The presence of an official ID means the simultaneous confirmation of a person's identity and his official affiliation. There are special instances where the patrol service and traffic police officers can apply for confirmation of the purpose of the trip, the existence of a specific employee in the company's staff. These are those people who do not need an additional authorization document during quarantine.

The official list of those who do not need an electronic pass in the Decree of the Mayor of Moscow is as follows:

  • representatives of governing bodies - employees of state and municipal authorities or those who temporarily hold official positions;
  • journalists, editors and other editorial staff, provided that they have certificates confirming the status of representatives of the media (editorial card);
  • servicemen, employees of the Ministry of Internal Affairs, representatives of law enforcement agencies and police - everyone who, according to their duty, is entitled to state certificates of a certain type;
  • employees of security agencies, if they have a certificate and an appropriate form;
  • employees of the Russian judicial system - judges, notaries and lawyers, court secretaries, clerks, employees of official archives, assistants of the listed employees.

During the quarantine period, it is separately stipulated that citizens who are in the private car of those who do not need a pass do not have privileges, even if they accompany them and ride in the same car.

Another category that does not need to issue a document during quarantine is children under 14 years of age. True, they are not recommended to appear on the street unaccompanied by adults, and those will definitely need a pass.
