Under the new rules for calculating benefits for children from 3 to 7 years old, payments may be refused, even if the living wage meets the standards. It is worth considering the possible reasons why this is happening and what to do.

Why do they refuse to pay benefits for children from 3 to 7 years old

The government has developed new provisions for the calculation of benefits from 3 to 7 years, sent out instructions to the regions. Local authorities have added their own clarifications to the terms of payments. Parents with children of the specified age need only write an application and submit it through the MFC or online through the State Services website.

All columns of the application must be filled out, but confirmation of information on paper is not required. Employees of the Pension Fund will independently collect information from other departments in digital form.

The employer's information on wages will be taken into account, data on real estate will be received from Rosreestr, the traffic police will provide information on the availability of vehicles. Funds in bank deposits will also go into the calculation of the benefit accrual. But this information may not be enough, then financial assistance may be denied.

The first reason for the refusal to pay benefits for children from 3 to 7 years old is the lack of information. In this case, you need to ask for clarification from the specialists of the Pension Fund, provide the missing documents and, if necessary, re-write the application.

The second reason for the refusal to accrue benefits is the lack of official earnings. If adult family members do not provide income information for the past year without good reason, payment will be denied.

We need confirmation of the amounts received: any income in the form of benefits, pensions, fees, scholarships (even zero will do). The period of work considered for calculating benefits must end 4 months before the application is submitted. Good reasons for lack of income: unemployed status, sick leave, caring for a child or disabled person, full-time education, large family.

Other reasons for refusal to accrue benefits from 3 to 7 years

Parents with an income for each family member above the subsistence level are not entitled to child support. Only low-income families can count on government assistance. But even if the main condition is met, some families may be denied assistance.

This happens in situations like this:

  • if the family owns several apartments, the total area of which is more than the regional standard for each person;
  • if the family owns several houses or land plots;
  • when owning several cars, garages, non-residential premises;
  • if income from bank funds exceeds the subsistence level in the region.

Large families and families with disabled children may have more than one apartment or one car. When calculating the state allowance, land plots, apartments, cars received by families as social support are not taken into account.

Under the new rules for calculating benefits, all family income is taken into account. There should not be an excess of social norms in the ownership of several real estate objects and land plots:

  • federal standard of 24 m² per person for an apartment;
  • no more than 40 m² in a residential building per person;
  • a family with a low income should not have more than 1 cottage, 1 garage, 1 parking space;
  • the total area of land ownership is 0.25 hectares in the city and 1 hectare in the countryside.

A low-income family is not eligible for state support if it owns more than 1 motorcycle, two cars, boats or two units of self-propelled equipment. The area of the dwelling is not taken into account if the family has one apartment. But savings on bank deposits are taken into account.

Family composition when taking into account the average per capita income

Exceeding the size of the average per capita income also becomes the reason for the refusal to accrue child benefits. The value of the subsistence minimum in the region as of the date of circulation is taken into account. According to the new rules, the family includes:

  • both parents;
  • minor children;
  • children under 23 years of age studying full-time;
  • children in care.

The income for each family member must not exceed the regional cost of living.

Outcomes

There are several reasons why payments from 3 to 7 years are refused if the living wage does not meet the standards. Each family can independently assess whether it fits the calculation criteria or not. You can also contact your local FIU office for this information. New rules for calculating benefits make payments targeted and allow spending of public funds for families in need.
