The latest news in Russia notes that the indexation affected lump sum payments, maternity capital, public sector wages and pensions. At the beginning of the second quarter, the next changes will take place. We will find out to whom and by how much the payments will be increased from April 1, 2020.

Indexation as government compensation for inflation

In recent years, there have been pleasant changes in the regularity of compensation for increased prices and the cost of housing and communal services. The state indexes all types of pensions, salaries of civil servants, social benefits and benefits, and even maternity capital, the growth of which has been frozen since 2016.

In January, insurance pensions, salaries of workers in the field of education, medicine, social, cultural and tourist organizations increased. From October 1, it is planned for other civil servants, security officials and the military. The federal budget has already allocated money for all these needs, and the state spends 2.41 billion rubles on indexation every month.

From April 1, 2020, as in previous years, the indexation of social pensions is planned. The increase will affect about 4 million Russian citizens. To whom will the assigned payments be increased and by how much?

Funds for this were planned in the draft federal budget for the current year. In 2019, the indexation of social pensions was carried out by only 2%. In 2020, it was forecasted at 7%, but due to objective circumstances it was reduced to 6.1%. But in any case, this will become a tangible addition to the existing volume.

Who is entitled to an increase in pension

From April 1, 4 million people in Russia will receive an increase in the form of indexation. Of these 4 million, the share of recipients of social benefits from the state accounts for 3.2 million. The Ministry of Labor and Social Development recently released statistics, according to which:

1. The smallest category is those who have not earned the length of service required to accrue an old-age insurance pension. They are eligible for payments from the state five years later. This was the case even before the adoption of the pension reform; this procedure remained even after the start of its operation.
2. This figure also includes those who receive social benefits for sad life circumstances. These include people with disabilities of all groups, orphans, children with disabilities from birth and childhood, families that have lost their breadwinner, for whom this payment was the main source of funds.
3. It is impossible to unequivocally answer who will be promoted, by how much and for another reason. Those 800 million who are not included in the number of recipients of social pensions are participants in the Great Patriotic War, liquidators and victims of man-made disasters and accidents, residents of besieged Leningrad, test pilots and other categories of citizens who have earned the right to a pension from the state.
4. Citizens of other states and those who do not have citizenship also have the right to social programs, provided that they have permanently resided in Russia for a long time.

Among those who will have their pensions raised, there are also representatives of the indigenous peoples of the North - they go on vacation earlier due to the peculiarities of work and life, but their indexation rate will be 6.1%. And the amount of the increase, like that of other recipients, will be determined by the size of the base part - a fixed payment.

Increase in social pensions

In addition to indexation, which is always carried out by the government at the beginning of the second quarter, social pensioners will receive some other bonuses. But 6.1% is a good figure, especially when compared with how much social payments were indexed in previous years (1.5% in 2017, 2.9% in 2018, 2% in 2019).

The table below shows to whom and by how much pensions will be increased, if we are talking about those who receive social assistance. They will increase by the amount that is obtained if the fixed payment is multiplied by the indexation percentage, effective from April 1, 2020.

There is one more essential circumstance. Some pensioners are assigned "social programs", which is an amount less than the living wage of a pensioner in the region of residence. In this case, he is entitled to a social supplement.

In 2020, a new calculation procedure is planned, in which the size after indexation does not affect the receipt of social benefits. The pension can also increase by the value of the additional regional coefficient, but then it loses its volume when moving to an area with different climatic conditions.

All measures to increase such payments are laid down in the Federal Law No. 166 of 2001-15-12. It fixes on what basis and to what extent citizens in need of social support are entitled to assistance from the state.

As for the liquidators, WWII participants and test pilots, in order to determine how much their pension will increase from April 1, 2020, it is necessary to take into account other provisions of the current legislation and the individual amounts assigned to them.
