Not so long ago, officials raised the issue of raising the unemployment benefit in 2021 to the level of the living wage. Now the minimum payment in Moscow is 1.5 thousand rubles, while the average salary in Russia reaches 12 thousand rubles.

How the allowance is calculated

The minimum and maximum amount of the subsidy is established by the Cabinet of Ministers of the Russian Federation. The amount of payment is determined depending on the applicant's belonging to one category or another.

The first group includes citizens who meet the following criteria:

  • have worked (served) more than 26 weeks during the past 12 months;
  • those who quit due to the liquidation of the company, layoffs, or of their own free will;
  • those who have worked before being drafted into the army for more than 26 weeks, and after the end of the service, registered at the employment center;
  • recognized as unemployed on the above grounds, receive monthly compensation. At the same time, the accrual period does not exceed six months during a calendar year.

The amount of payment is determined as a percentage of the average monthly earnings in the last place of employment or service.

The second group of applicants includes:

  • who have not previously carried out production activities;
  • have worked no more than 26 weeks in the 12 months prior to applying for benefits;
  • unemployed with a total work experience of less than a year;
  • dismissed due to violation of production discipline;
  • those who left work in a farm;
  • former individual entrepreneurs;
  • those who did not submit a document on average earnings for the last three months;
  • former members of the artel (production cooperative);
  • who worked in Moscow under an author's agreement or under a civil law contract.

For the designated group of applicants in 2021, a minimum amount of unemployment benefits is provided, which will be paid within three months in total throughout the year.

The third group includes applicants of pre-retirement age (within 5 years until reaching the age that gives the right to receive an old-age pension, including early retirement). In this case, the following can count on receiving unemployment benefits:

  • dismissed for any reason during the year preceding the application for payment;
  • those who have worked (have served) no more than 26 weeks during the year before the start of unemployment. In such situations, a monthly minimum benefit is assigned for a period not exceeding 12 months, for a period of 1, 5 years;
  • have worked (served) more than 26 weeks in the last year. Such citizens are assigned a monthly payment in the minimum amount for a period not exceeding 12 months, for 1, 5 years.

The amount of compensation is determined as a percentage of the amount of earnings at the last place of employment or service. In some cases, persons belonging to the third group may count on an increase in the payment period by two weeks for each year of work.

The rule applies to unemployed people who have at least 20 and 25 years of insurance coverage for women and men, respectively, as well as the required length of service in a particular industry. The period for calculating payments in these cases cannot be more than 24 months in total for three years.

Amount of payment

The amount of financial assistance that an unemployed person can receive is determined by several factors. The legislation establishes the boundaries of monetary payments:

  • minimum - 1.5 thousand rubles;
  • maximum - 8 thousand rubles;
  • for pre-retirees - 11,280 rubles.

The amount of compensation will depend on the region of residence and the level of wages that a citizen received at the last place of work or service.

Every temporarily unemployed person can calculate the amount of benefits that he is entitled to before registering with the employment center. So, the minimum payments are assigned:

  • dismissed due to disciplinary violations;
  • not working for more than a year;
  • unemployed with no work experience.

The maximum compensation is paid if the indicator of 75% of the salary is equal to the maximum established by law (8 thousand rubles) or higher than this amount.

It is also worth considering the fact that in the first three months the unemployed receives 75% of the previous earnings, but not more than the maximum stipulated by law. In the following months, the amount is reduced to 60% of the average wage.

Who can receive benefits

A citizen who meets the following criteria is recognized as unemployed:

  • age at least 16 years old;
  • does not study at the full-time department of any educational institution (university, technical school, college, etc.), including on a referral from the employment center;
  • lives in Moscow, has a capital registration;
  • does not have an official place of work, does not receive a salary;
  • is not a recipient of old-age or seniority pension, funded or insurance benefits.

Allowance for Muscovites

The treasury has allocated about 54 billion rubles for the payment of social compensation of this type, while 90 billion rubles are required to assign an allowance in the amount of subsistence allowance, even with the remaining number of unemployed. Therefore, it is not necessary to count on increasing subsidies to the level of the subsistence minimum in 2021.

But it is easier for Muscovites in this regard than for other recipients of unemployment benefits, since the city authorities have established local allowances for unemployment benefits. Residents of the capital, in addition to the federal payment (1,5 thousand rubles), receive an additional payment from the regional budget (1,5 thousand rubles).

Thus, the minimum that an unemployed person in Moscow can count on is 3,000 rubles. Pre-retirees will receive 12,780 rubles, and the maximum payment for other groups of unemployed is 9, 5 thousand rubles.
