The government has changed the rules for receiving benefits for children from 3 to 7 years old. The ranked payout will take into account all household income. According to the latest news, harboring “white” incomes, that is, unemployed parents, will no longer be able to count on government assistance.

Who can get benefits under the new rules

In March 2021, the Government issued a decree on the amended rules for the payment of benefits for children from 3 to 7 years old. The new rules take into account all family income, including property. The calculation includes the parents' salary, bank account, housing provision, a country house, and the availability of vehicles.

The new regulation clearly defines the categories of citizens eligible for state support. There are two main criteria:

  • the presence of an official income at least one of the parents;
  • incomes below the subsistence level in the region.

An adult family member must have an officially confirmed income:

  • the salary;
  • pension;
  • scholarship;
  • self-employed person's income;
  • royalties;
  • payment under a civil contract;
  • income from work or creative activity;
  • income as an entrepreneur.

Recipients of envelope salaries will not be able to apply for benefits.

If the family shows zero income, but needs help, documents must be provided confirming a valid reason for the absence of a "white" salary. Such important factors of the lack of income throughout the year are:

  • serving a sentence and a 3-month term thereafter;
  • unemployment with confirmation from the employment center for 6 months;
  • treatment for more than 3 months;
  • military service and 3-month demobilization;
  • caring for children in large families (up to 1, 5 years for the second; up to 3 years);
  • caring for a disabled person;
  • caring for the elderly over 80;
  • parental disability;
  • full-time education up to 23 years.

These categories of citizens are considered non-working parents for objective reasons. They have the right to apply for benefits.

Who will no longer be able to receive benefits for children from 3 to 7 years old

The new rules prescribe the categories of citizens who will no longer be able to count on state assistance. If the allowance has already been issued, and the family is not eligible for payments under the new criteria, the allowance will continue to be received until the end of the assignment period (1 year).

Targeted support will not be able to receive applicants who earn little officially but have:

  • several objects of expensive real estate;
  • houses with a living area of over 40 m² per person;
  • big savings;
  • ten hectares of land;
  • several non-residential premises;
  • new cars (less than 5 years old) over 250 horsepower.

Benefits will not be received by families in which parents (at least one) do not receive income, do not have unemployed status, if the income for each family member exceeds the subsistence level in the region.

What role does the place of residence play

The law on the payment of benefits for children from 3 to 7 years old is considered federal, that is, equal for everyone. Families, whose income for each person does not exceed the subsistence level, have the right to apply for help as payments.

But it is the PM in the region that is taken into account, and in each region it is different. The subjects of the federation have the right to adopt their own normative documents with amendments to the law.

Example. In Bashkiria, non-working fathers and mothers have the right to receive benefits on an equal basis with those who work. In the Kostroma region, alimony is taken into account when calculating family income, even if it is not officially registered.

In Crimea, a three-month period is established when a citizen may not have official income, unemployment or student status. To process payments after this period, supporting documents are needed.

In Tatarstan, a family with children may be denied a grant. Reason: there are no official documents confirming the income of all adult family members.

Benefit amount

The allowance for children from 3 to 7 years old is accrued to families whose total income is below the subsistence level in the region for each person.

Three stages of granting benefits:

  1. For each child, the family receives 50% of the child's subsistence allowance.
  2. With a lack of this money, the family will receive 75% of the child's subsistence allowance.
  3. The payment will be 100% of the subsistence allowance per child, in order to equalize the income for each with the average minimum in the region.

For calculations, the entire period of the previous year is taken into account.

The increase in payments will take place in April 2021. The calculation will run inclusively from January 1, 2021.

Unemployed parents will receive benefits from 3 to 7 years if they need help and provide documents on income or lack thereof for valid reasons.

A family can simultaneously own an apartment, a car, a summer residence, a boat, or a piece of land and legally qualify for state aid.

The main criterion is income for each family member below the subsistence level. It is documented, the property status of the family is taken into account.

Issue price: up to 120 thousand per child per year. The amount of payments is based on the calculation of 5-10 thousand rubles per month.

How to arrange

The increased allowance, if it is due to the family, will not be calculated automatically. You need to submit an application with documents confirming income.

The State Services portal, social protection centers or multifunctional centers accept such documents.

The system of interdepartmental electronic interaction picks up the necessary documents itself.

The decision to pay out 50, 75 or 100% in electronic form will go to the user's personal account.

The level of the subsistence level is different in each region, therefore, the amount of the benefit for children from 3 to 7 years old differs in different regions.

The regional authorities do their best to support families with children, but as a requirement they impose “transparency” of income.
