The Russian government annually pays many benefits, compensations and payments to socially unprotected segments of the population, as it should be in a state that takes care of its citizens and ensures that all the needs of normal life support are met. These include the EDV for disabled persons of the II group: what amount is charged in 2022 depends on the indexation by the percentage of inflation determined by Rosstat.

What is EDV

Monthly cash payment is an amount, the amount of which depends on a person's belonging to a certain category of beneficiaries. In Russia, certain segments of the population can apply for it: veterans, pensioners, disabled people and even relatives of those killed in power structures or military operations, liquidators of man-made disasters.

People with disabilities, or people with disabilities, are divided into 3 groups, of which the second is people who are able to partially support their daily activities, but full-fledged work is available to them only with assistive devices.

The amount of the EDV is determined by federal law and is related to the group affiliation. Changes in the amount of funds occur annually and are regulated by a special government decree. The increase takes place in February, because the percentage of indexation is determined based on the results of the past year, and they are summed up and published by Rosstat in January.

In 2021, additional allocations from the budget were required for the growth of the EDV. The Ministry of Finance planned a lower indexation level, and real growth exceeded expectations, so payments were increased by 4.9%. At this mark, the payment will remain until January next year.

What amount of EDV is accrued to disabled persons of group II in 2022 depends on several circumstances:

• age category (child or adult with disabilities);
• the inflation rate determined by Rosstat when summing up the results for the year (the payment will be indexed by this percentage);
• a decision made by a disabled person or his / her authorized representative regarding a set of social services, the cost of which is included in the EDV.

NSO is a category for which there is no separate definition in the legislation. However, this set of services has been present in regulatory documents for more than a decade and the preferences provided remain unchanged. Until recently, it was only possible to abandon one or several types, but now the state has determined the cost of each, and the beneficiary can receive compensation in monetary terms.

Size and receipt

No innovations in the EDV payment system in Russia are planned either for 2021 or for the next year. The usual indexation will be carried out in the last winter month, the size of the monthly loan and the cost of the NSO will increase. For disabled children and people with disabilities, attributed to group II for health reasons, after indexation, the amount increased by 136 rubles. and reached 2, 9 thousand rubles.

However, this is not all the information about the monthly income for disabled persons of group II, and what amount is charged in 2022 will depend not only on indexation, but also on the decision whether or not to use the list of social services that are included in the NSO. This includes:

• Free medicines from the approved list. There are no expensive and imported funds in it, but you do not have to spend monthly money on medicines necessary to ensure comfortable life. This opportunity is estimated at only 933 rubles.
• The provision of a voucher for treatment or rehabilitation in a sanatorium or dispensary is estimated at 144 rubles.
• Free travel for a disabled person and an accompanying person on the railway transport will cost 134 rubles.

If the declared amount is 2, 9 thousand.rubles, a disabled person will be given 1, 7 thousand rubles by default, but if he does not refuse the services that are due to him from the state. If you do not write a waiver of the NSO, the cost of the package will be deducted by default.

Sometimes the opposite process occurs - people who have already given up preferences in favor of a cash equivalent return to one service or to the entire package. Opinions about the choice are often radically different. Some believe that waiting for a ticket is too long, and sometimes unsuccessful, others - that the list of drugs relied on free of charge is insufficient and there is no need to pay for it.

Then it turns out that the amount deducted is too small to bring financial relief, and a bonus from the state for a disabled person would be very useful. Then comes the time to write applications for return, for which the citizen has time until the last day of the year.

Prospects and opportunities

The increase in the value of the NSO occurs annually, as does the increase in the monthly payment to which it is included. In 2021, this is 2, 9 thousand rubles, provided that a statement is written to the Pension Fund of the Russian Federation about the refusal of the NSO. Anyone who is entitled to it by law can receive a monthly cash payment of a certain amount. Legislation provides a person with the opportunity to use prerogatives and bonuses or replace them with money. A person has the right to make a decision based on his own priorities and needs.

This is the situation with the EDI for disabled persons of the II group: what amount is charged in 2022, they determine by the decision whether to use the NSO or refuse. In the first case it is 1, 7 thousand rubles, in the second - 2, 9. The difference, at first glance, is small, but if you look in the annual perspective, for some people with disabilities this is a significant amount.
