On legal portals, you can find the statement that there is no official definition of a set of social services in any regulatory document. Some are sure that this is not necessary, because in the context of regulatory documents there is everything to understand this phrase. All EDV recipients in Russia are entitled to a certain set of privileges and bonuses. The NSO for disabled persons of the III group in 2022 belongs to the same category, but slightly differs in the amount of payment.

What is it and who is supposed to

NSO (a set of social services, social package for people with disabilities) as a separate type of assistance from the state is provided not only to people with disabilities, but also to everyone who receives a monthly income. A lump sum payment is due to numerous categories of beneficiaries - from people with disabilities of various groups to veterans of the Great Patriotic War and other citizens in need of special support from the state.

Like other types of state support, the NSO is enshrined in federal law, and its size is indexed in accordance with the inflation rate recorded by Rosstat over the past year. Therefore, the expected increase occurs in February (it was in 2021 and will be in 2022).

Social protection of disabled people is the duty of any humane state that takes care of vulnerable categories of its population. To fulfill this important task, Russia does the following:

• fulfills the UN conventions adopted to attract the attention of the world community and mobilize efforts to minimize the difficulties of people with disabilities;
• improves the methods of conducting the ITU and expands the list of diseases that give the right to be provided with everything necessary;
• provides benefits and means of technical rehabilitation;
• pays pensions, which differ in size depending on the degree of limitation of the ability to self-sufficiency.

People with disabilities of any group, children with disabilities, veterans, blockade soldiers, the military who have been injured or wounded, liquidators of man-made disasters or relatives of the deceased are entitled to a monthly cash payment. Its amount depends on whether a citizen belonging to the privileged category uses the NSO, or receives compensation for it in the amount stipulated by regulatory documents.

EDV and NSO: relationship and dimensions

In 2022, the NSO for disabled persons of group III is social assistance provided by the state in an amount based on the needs and capabilities of persons with disabilities. Persons with disabilities in the third group can take care of themselves and work in certain activities. Therefore, the pension and the monthly allowance are somewhat different in size from similar payments for I and II disability groups, which have more limited or no functionality.

Annual indexation is carried out for all types of financial assistance, but at different times. The pension increases in January, April or October, depending on its type. The AML is indexed in February based on the inflation rate for the previous year, which is determined by Rosstat in January of the current year based on the results of the past year.

In 2021, after indexation by 4.9%, the cost of the NSO reached 1211.65 rubles / month. The next increase in the NSO for disabled persons of the III group is planned in 2022. It is scheduled for February, for the legislative support of this process, the next Government Decree is adopted.

In some regions there are separate lists of social services provided by the municipality or local authorities, and separate rules for their receipt. In contrast to them, the set of social services from the state does not differ in composition and is relied on to almost every citizen who has the right to pay the monthly income. This is part of the monthly cash payment and does not need to go to the FIU or apply.

The package of social services can be provided in 2 types:

• Naturally, when the disabled person uses the services provided in full. This does not require any additional registration, the cost is deducted from the UE by default.
• In monetary terms - for this you need to submit an application no later than October of the current year.

Receiving a set of social services previously implied the refusal of a disabled person to use them, but the payment of monetary compensation for each of the items on the list was introduced relatively recently. It is obligatory to submit an application to obtain it.

Guarantees and amounts

NSO for disabled persons of III group in 2022 is provided according to the Federal Law, adopted at the end of the last century, but its cost has changed several times. The federal list for people with disabilities includes:

• free medicines and medicines from the list, updated and re-adopted by the Government in a separate list - more than 900 rubles are deducted for this opportunity;
• voucher to a sanatorium or dispensary for treatment and rehabilitation - 144 rubles;
• free travel for treatment not only on suburban railway transport, but also on intercity transport, will cost 134 rubles.

The relatively recent changes allow anyone eligible to receive the ADV to opt out of one, two, or all of the services listed in the package. To do this, you only need to submit an application on time. No additional steps are required to obtain a full EDV.

How to refuse and whether it is necessary to do it

The state has provided excellent opportunities for persons with disabilities - the provision of free medicines and vouchers with free treatment and travel, for which you do not need to pay. The third group of disability is the beneficiaries who have the opportunity to recover, subject to full treatment and rehabilitation. The list of medicines contains the necessary ones, and in reality they cost much more than the deducted amount. The same applies to medical institutions.

Some of those who have already canceled may want to renew one or all of the services. To do this, they have the opportunity to apply for cancellation of the refusal until the last day of the current year, so that in January they can already use the NSO. When submitting documents on granting a person a disability status, there is no need to worry about the appointment of an EDV. But for the refusal of services, an application is required.

Until October 1, a person can apply:

• to the territorial branch of the PFR, by appearing in person or by sending his authorized representative;
• to the MFC closest to the place of residence;
• without leaving your home, through your personal account on the State Service website;
• by sending the application by mail with acknowledgment of receipt.

In the same way, you can resume the provision of useful services from the state. With the current rise in prices and the depreciation of purchasing power, they can be very useful in a difficult economic situation.

NSO - part of a monthly cash payment from the state in the form of services that will be useful to a disabled person:

• Free treatment in the sanatorium and travel to it by railway transport.
• Medicines from the approved list.
• You can refuse them by writing a statement, but you can also use them for their intended purpose - you do not need to write anything for this.
