From February 1, 2021, it has already become definitively known what amount of EDV will be accrued to disabled persons of group II until January 2022. Due to the rise in inflation, it had to be indexed at a higher percentage than the Ministry of Finance had previously planned.

Changes to the EDV for disabled people from 2021

A monthly cash payment to people with disabilities has been assigned in Russia since 2005. All issues related to this manual are regulated by law No. 181-FZ "On social protection of disabled people in the Russian Federation." More detailed information concerning directly people with disabilities of the II group can be found in Art. 28.1 of the law.

The general principle of accrual practically does not undergo changes from year to year. So, aid from the state includes 2 main parts:

1. EDV. This is a monthly cash payment that is transferred by the FIU to citizens on a regular basis.
2. NSO. This is a package of social services. If the disabled person does not plan to use it, they can apply for an additional payment, which will be included in the EDV and will be transferred with it. There is also an option for only partial use of the NSO.

In 2021, the legislators did not adopt fundamental innovations in the law on the EDV. Therefore, from February 1, 2021, a planned indexation was carried out. Initially, at the end of 2020, Elena Bibikova, deputy chairman of the Federation Council Committee on Social Policy, announced preliminary data, according to which the allowance was to increase by 3.8%.

The percentage increase in benefits equals the inflation rate. 3, 8% - this is the estimated inflation according to the calculations of economists. However, in 2020, the growth rate was 4.9%. Therefore, the indexation turned out to be higher than planned.

Sizes of EDV and NSO for 2021

In 2020, the maximum amount of the EDV was 2 782.67 rubles. After the February indexing - 2 919.02 rubles. In total, the allowance increased by 136, 35 rubles. However, this is the amount that is paid to the disabled of the II group, who completely abandoned the social assistance package in favor of monetary funds. In the opposite case, the amount of EDV for 2021 is 1 707, 37 rubles.

You can abandon the NSO in favor of money annually until October 1. That is, in 2021 it is no longer possible to change the amount of benefits received, but if you submit an application to the FIU in a timely manner, then in 2022 you can either use the NSO or receive a more substantial monthly income.

The NSO package includes a number of benefits that can be used in whole or in part. Each of them has its own cost:

1. Medicines. In monetary terms, this service is estimated at 933.25 rubles. To get medications, you need to contact your doctor and take a prescription. Medicines are dispensed only in pharmacies that have signed an agreement with the state. A list of them can also be obtained from a therapist. This benefit also allows you to refund money for previously purchased drugs after the prescription has been provided.
2. A voucher to a sanatorium. This service costs 144, 37 rubles. Assistance is provided through queuing up for treatment with a therapist strictly at the place of permanent registration. The rest lasts an average of 18 days. The voucher is issued every few years. If you choose money instead of NSO during this period, the place in the queue will be canceled. If the voucher was not issued in due time, you can claim compensation through the FIU.
3. Free pass. The state estimates this service at 134.03 rubles. So, with its help, you can get a preferential travel card for moving around the city, ride free of charge on railway transport. Reduced air tickets are provided to the FSS individually and only if this is the only way to get treatment.

The indicated amounts are valid in 2021. They are indexed annually together with the EDV on 1 February. In addition, in different regions, additional benefits may be introduced, which can be consulted with the FIU at the place of residence.

How to issue an EDV and NSO

The process of obtaining subsidies was simplified as much as possible in order to ensure access to state aid for people with disabilities. Actually, all that is needed is to sign up and visit the FIU in order to submit a package of documents. It includes:

• completed application (the form can be obtained from the FIU or printed from the official portal of the body);
• passport;
• power of attorney and passport of the representative (if any);
• proof of disability.

In order to prove the status of a disabled person of the II group, it is necessary to undergo a medical and social examination and obtain an appropriate certificate. You can also use a disabled person ID or similar documents.

The decision is made within 10 working days. The EDV is calculated from the day the application is submitted and is paid simultaneously with the pension. If a disabled person is not a pensioner, he needs to choose a method of transferring funds: to a bank, to a post office or through a company, at the same time specifying how much EDV will be credited to a disabled person of group II in 2021.

Outcomes

1. In 2021, there are no innovations related to the EDV and the NSO.
2. Since February 1, the EDV has been indexed by 4.9% and amounts to 2919.02 rubles.
3. If a disabled person of group II uses NSO, then monthly he is charged 1 707, 37 rubles.
