  • disabled people will have the opportunity to receive automatically accrued payments without a request;
  • pre-retirees will be able to go on vacation 2 years earlier if they are dismissed due to liquidation and cannot find a job, but have earned 25/20 years of experience (for men and women);
  • disabled retirees will be able to receive insurance pensions, even if an emergency regime is introduced on the territory;
  • a new living wage has been established for the elderly;
  • the decision on the indexation of the pension of working pensioners was approved, but it is not yet known according to what scenario it will be defrosted.

The new PM value was established for different categories of the population - able-bodied adults and children. Since January, a new minimum wage will also come into effect, it will be increased by 6, 4%. This not only covers the inflation rate projected by the Central Bank of Russia, but also maintains the relatively recently achieved balance between the "minimum wage" and the PM.

The Pension Fund will begin to inform citizens of mature age free of charge about the estimated amount of payments that they can count on when they reach the age threshold for retirement.

Finance and taxes

When listing which laws in Russia will come into force on January 1, 2022, they certainly mention the introduction of personal income tax on deposits over a million rubles and other new laws. There has been such a situation in Belarus for a long time. In Russia, too, not the entire deposit is taxed, but only bank interest, since they constitute the income from investments made. Publications in the media about the new type of personal income tax do not mention that it will not affect either the poor or citizens with an average income level. It is not always mentioned in them that a new procedure for the formation of a credit history comes into force - a bankrupt debtor will be left no less than a federal PM for life support and living.

There are exceptions to this change in the legislation: it does not apply to alimony arrears, compensation for health damage or damage caused by criminal actions.

There are other pleasant innovations in taxation: the procedure for obtaining deductions for the purchase of housing, loans and investment accounts has been simplified. Now all this can be obtained through your personal account, without visiting the territorial branch of the Federal Tax Service and without leaving your home. If information on deductions is not provided to the supervisory authorities, from the new year responsibility will be held for this.

The global pandemic and the danger of infection in public and administrative buildings have led to the need to accelerate innovative methods of document flow. This trend is spreading all over the world, and Russia is no exception:

  • it will be possible to register at the place or address of residence, having received a certificate in electronic form, and the procedure itself will be simplified.

There is provided not only the possibility of applying for a pension through the portal of State Services, but also the preservation of the rural allowance if the pensioner moves to the city. These are only those innovations that required consolidation in the legislation, since their widespread introduction is envisaged. Some of the bonuses of new information technologies are already working - for example, the exchange of information in the order of interdepartmental interaction, which allows you to receive documents and benefits without the tedious collection of certificates, sitting in queues and writing applications to the social security authorities or the FIU.

Specific innovations

All these are orders, regulations, letters and instructions developed by the relevant departments.

In 2022, the postponed changes in the legislation, adopted at the end of 2020, caused by the severe vital necessity, come into effect.
