The goal of the "Young Family" program is to provide Russians with optimal conditions for obtaining a mortgage loan through partial payment of the cost of housing from the federal budget. Within the framework of the project, it is planned to use about 229 billion rubles, which will help improve the living conditions of more than 1,000 participants.
Subsidy amount
The family receives from the state only a part of the amount required for the purchase of housing. When calculating the subsidy, the estimated price of square meters is taken into account, and not the actual cost of the object under the purchase and sale agreement. The calculation is made according to the following scheme: the cost of 1 m² according to the regional standards x the estimated area norm.
The cost standard for 1 m² is enshrined in the legislative acts of the municipality. The estimated living space depends on the number of family members living in the apartment.
So, for a family of two, the norm is 42 m², if there are more households - 18 m² for each of them. The amount of the subsidy is set on an individual basis, but cannot exceed:
- 30% of the cost - for spouses without children;
- 35% of the cost - for families with one child;
- 40% of the cost - for families with two children;
- 50% of the cost - families with three or more children (large).
By decision of the regional authorities, the amount of subsidies may be increased. So, young residents of the Bryansk region, raising one child, receive assistance in the amount of 60% of the cost of the purchased apartment.

How to register for participation in the project
Getting married is not a reason for receiving government assistance. Therefore, Russians should know how to register their participation in the project. Young spouses need to contact the relevant authorities with a set of documents.
The package includes:
- application (the model form will be given by an employee of the MFC);
- papers that can confirm the income of the husband and wife;
- a certificate stating that the family needs to improve living conditions and is registered;
- SNILS of both spouses;
- originals and copies of passports of all family members (for children - a birth certificate);
- a document confirming the marriage.
If you already have a mortgage loan, you must additionally present a certificate from the USRN and a loan agreement. A complete list of documents is presented on the website of the local administration. After verification, a decision is made to include applicants in the 2021 Young Family program, if all conditions are met.
In case of violation of the requirements, as well as the provision of inaccurate or incomplete information, the application is rejected.
At the next stage, the family is included in the subsidy list, which primarily includes single-parent families and large families. Applicants will receive a notification that they have become program participants, after which they must complete an application for the issuance of the appropriate certificate.
The received document has a limited validity period of 7 months. During this period, it is necessary to select a property and collect a package of documents.
The certificate of the project participant, as well as documents confirming the intended use of the subsidy (extract from the USRN, sale and purchase agreement) are transferred to the credit institution. This must be done within 30 days from the date of signing the paper. The bank opens a special account for crediting funds.
After verification, the documentation is sent to local authorities, after which the funds will go to an open account, from where they will be transferred to the real estate seller or developer.

What kind of housing can be purchased
Federal aid is targeted in nature and can only be spent on the purchase of housing. The Young Family program in 2021 applies to facilities that meet the following conditions:
- primary housing in a new building under an equity participation agreement or through a housing association (ZhNK, ZhSK, ZhK);
- housing on the secondary market under a sale and purchase agreement;
- primary or secondary housing within the framework of a home loan with the attraction of borrowed funds (to pay the down payment or repay the loan body, including interest);
- residential building under construction with the involvement of a contractor.
In addition, the following requirements must be met:
- a close relative cannot act as a seller of real estate;
- the facility is located within the region where the subsidy was approved;
- applicants have not previously taken part in the project under consideration.
There are no restrictions on the category of real estate. It can be economy class, comfort or business class housing. Spouses choose real estate in accordance with their preferences and financial capabilities.
What conditions are put forward by the state
The mechanism for inclusion in the "Young Family" program is regulated by Decree of the Government of the Russian Federation No. 1050, which sets out the main conditions in 2021 for candidates:
- Russian citizenship.
- The marriage must be officially registered. In this case, the duration of the union does not matter. A single parent can also apply for support. In this case, a prerequisite is the presence of at least one child.
- The age of the spouses is no more than 35 years old. The requirement is checked by the authorized bodies twice: when placing an application and at the time of distribution of funds between applicants who are in the queue. If in the latter case one of the spouses is already 36 years old, the couple is automatically deprived of the right to participate in the project.
- Spouses cannot own (including share) a living space suitable for living. Otherwise, a refusal will follow. Exception - the property is in disrepair.
- Under the terms of the project, citizens wishing to become participants in the Young Family program in 2021 must have a source of income that provides the opportunity to pay off the remaining debt or obtain a mortgage loan.
- The family must wait in line for the improvement of living conditions (expansion of the area). To register the status of needy applicants, you need to contact local authorities or the Center "My Documents".
Due to the fact that the project is federal, these requirements apply to all candidates, regardless of the region of residence.
