Who is eligible for the title

In Soviet times, all citizens who worked for many years in one place and received awards for good work had the right to receive the honorary title "Veteran of Labor". Awards were considered not only orders and medals, but also certificates of honor, insignia, and memorable gifts.

In order to get a "Labor Veteran", it is not enough for a woman to work 15, 20 or 35 years (depending on the place), she must also meet other conditions enshrined in the law:

  • have orders and medals for valiant labor, issued during the Soviet era;
  • be awarded with presidential diplomas or commendations, departmental awards and distinctions.

According to the current legislation, these categories have different terms, how many years must be worked. Those who started working in adolescence, during the Great Patriotic War, must have at least 35 years of experience behind them.

Awarded from the department - at least 15 years in its ranks, in other cases, if there are awards or insignia from the president, a woman needs to work for two decades to receive a title, a certificate and a few preferences. A man in any described case needs to work five years longer.

Regional conditions

The Federal Law "On Veterans" was amended in December 2015 by Law No. 388. It clearly specified the length of service required for women applying for the title of "Labor Veteran" - recipients of state and insurance pensions for at least 20 years (with the exception of receiving pensions from department, then you also need to have at least 15 years of insurance experience in it).

Previously, in order to obtain such a title, it was also necessary to permanently reside in a certain region, since the local authorities have the right to establish the conditions under which such a title can be awarded.

This follows from the decision made by the Supreme Court of the Russian Federation in 2015. Each region has the right to determine both the requirements for obtaining the title and the number of years of work experience required for this.

After a very short time, federal legislation nevertheless established the requirement for how many years one must work - at least 20 years for women and at least 25 for men. And this means: in order to qualify for this title, you must either work in the same department again, or finish the missing years elsewhere.

Consider:

  1. There is a separate normative act in Moscow governing the granting of an honorary title. The status of "Veteran of Labor" can be obtained even before the onset of retirement age, but you can enjoy benefits only after it. When submitting an application, an award book must be included in the number of documents. If a person worked as a child during the war, he must have 35 years of work experience. The Moscow government has recently expanded the list of awards that give the right to receive the title, which can be found separately. This includes the title "Mother Heroine", but you still need to work for 20 years.
  2. The same requirement applies in the Republics of Bashkortostan and Tatarstan, in the Perm, Krasnodar, Altai, Krasnoyarsk Territories, in the Ryazan and Samara Regions.
  3. In St. Petersburg, the official wording is as follows: women permanently living in St. Petersburg, awarded with departmental awards, awarded honorary titles of the Russian Federation or the USSR, who began to work during the Second World War. For the last category, 35 years are required, all the rest can work for years sufficient for the appointment of an old-age or departmental retirement pension for seniority.

Since the issue of conferring an honorary title is in the competence of local authorities, there are small exceptions to the general rule.

For example, residents of Kemerovo, Mari El, Oryol and Kursk regions need 40 years to do this, and in Karelia - 30. On the territory of the Sakhalin region, you need to work 35 years, and in the Yamalo-Nenets district, 25 years is enough.

Selected exceptions

In Bashkortostan, the Republic of Sakha, Tambov, Samara, Omsk, Murmansk, Nizhny Novgorod, Novosibirsk regions, Perm Territory, you can apply for it if by the time of retirement the woman has 35 years of total work experience. In the Tver region, this requires 38 years, and in the Chuvash region, 37, 5, provided that almost 19 of them have been worked out on its territory.

Therefore, you need to contact the local authorities for specific clarifications. It is quite possible that having a lot of experience allows you to apply for the title precisely at the place of residence.
