In 2020, by order of the President of the Russian Federation, a new type of allowance for children from 3 to 7 years old will appear. We will tell you what their size is, how to arrange and what documents are needed.

Who is entitled to the allowance

An unfavorable democratic situation has developed in the Russian Federation, which has caused concern for the Government and legislators. The Federal Law was adopted, which defines the main areas of material support for citizens with children.

Until January 15, 2020, citizens were included in the list of applicants:

• permanently residing in Russia;
• whose child was born later than January 1, 2018;
• having a monthly income of no more than 1.5 living wages for each family member.

Wide categories of the population are more aware of other types of payments provided for in the current legislation - for pregnancy and childbirth, childcare, disabled children, children of military personnel, presidential benefits, payments for the second, third and more children.

Benefit for children aged 3 to 7 years will be paid to low-income families with an income of no more than double the subsistence level per member.

This form of payment is introduced retroactively - from January 1, 2020. And already from February 1, the indexation of the child allowance will be carried out, which means a new increase in the established amount.

In 2021, it is also planned to increase the amount of benefits for children from 3 to 7 years old from half the subsistence minimum (approximately from 5,500 rubles to 11,000 - the whole subsistence minimum). From now on, every child in this age category (and not just the one who was born in the period 2018-2020) will rely on the allowance, provided that the amount of monthly income for each family member meets the established requirements.

The amount of funds paid will be adjusted as changes in the level of the living wage of the adult working-age population.

The so-called presidential payments were introduced in Federal Law No. 418 of December 28, 2017 after the President of the Russian Federation signed the corresponding Decree. It provides for additional restrictions - upbringing in a family, and not in a special children's institution, the time of birth and the presence of Russian citizenship.

The change in the age category for applicants for benefits from 3 to 7 years old makes it more optimal for large families whose small children may not be eligible for presidential payments.

The number of applicants for it will also expand significantly due to the increase in the size of income for each family member, which previously amounted to 1.5 PM, and now has increased to two.

What documents are needed for registration

The employer is not involved in the payment of the child benefit from 3 to 7 years old. You will have to apply for it to the appropriate authorities - social protection or the Pension Fund of the Russian Federation.

The President of the country ordered to simplify the procedure for issuing benefits for children from 3 to 7 years old as much as possible - its payment can be issued immediately after the adoption of the relevant law, and it can also be issued remotely - through electronic portals provided for such purposes.

The list of what documents are needed is extremely simple. You will only need to take a certificate of income and write a statement.

Users can make an appointment with the Pension Fund or social security authorities, also using useful electronic services. This will save you from the tedious pastime, with a personal appeal to the nearest department.

Any of the legitimate parents can apply to the social security authorities for an allowance for the first-born, born or adopted. For the appointment of the required funds for the second child, you need to contact the Pension Fund or the MFC.

A person who has received a certificate for maternity capital can apply. It will have to be confirmed annually - at the first contact, when the child turns one and two years old, providing the newly collected documents:

• 2 statements: for social protection, if the payment is assigned to the first-born, and on consent to the processing of personal data;
• passport or other document confirming the identity and place of residence of the applicant;
• a document confirming the powers of the applying citizen, if the registration is carried out under a notarized power of attorney;
• documents provided for by Appendix No. 2 to the Order of the Ministry of Labor of the Russian Federation No. 889n dated December 29, 2017 - certificates of income, from the place of work, baby's birth certificate;
• for a second or more child, benefits from 3 to 7 years are paid if there is an application for the Pension Fund for the disposal of maternity capital, regardless of whether he was born or legally adopted.

When submitting an application in electronic form, you can speed up the process through a multifunctional center, if the documents are issued on an electronic medium, through the "Gosuslugi" portal or a personal account created on the official website of the relevant authority. They can even be mailed by certified or certified mail with acknowledgment of receipt.

Benefit amount

The average size of the new payment for children from 3 to 7 years old in information sources is indicated in the region of 5, 5 thousand rubles. This is half of the federal PM of the adult working-age population. This level is adjusted annually by the regional authorities.

Since the allowance is paid in the amount of the regional subsistence allowance, you need to contact the local government for details.

The amount of 11 thousand rubles, which is planned to be introduced starting from January 2021, is also approximate. This is the level of the average monthly subsistence minimum established by Rosstat according to data for the second quarter of 2019.
