The main goal of the state when assigning child benefits is to help families with children, to stimulate the birth rate. The size of the allowance for caring for a child under 1, 5 years old, as well as the procedure for its appointment and increase in 2022, are regulated by Federal Law No. 81-FZ of 1995-19-05.

Who is eligible to apply for state aid

Any family member who actually provides care can apply for compensation: one of the parents, grandmother / grandfather, aunt / uncle and other relatives who are subject to compulsory social insurance.

Payout amount

The amount of this type of assistance is set depending on the size of wages, the fact of employment and length of service.

For working citizens, accruals are 40% of the average income. The unemployed receive a fixed amount, in this case the social security authorities are responsible for calculating the benefits.

Independent calculation of compensation

To establish the amount of the due payment, it is necessary to calculate the income for the specified period - 24 months preceding the day of circulation.

Algorithm of actions:

  1. Determine the total number of calendar days in 2 years. For calculating subsidies, 2020 and 2021 are taken into account: 366 + 365 = 731.
  2. Exclude periods during which no payments were made to the insurance company. These may be days when the applicant was absent from work due to BIR leave, childcare, illness.
  3. Calculate the average daily earnings for 24 months. To do this, the average income must be divided by the number of calendar days. If there is an external part-time job, only the salary received at one enterprise is taken into account.
  4. The resulting amount is multiplied by the average number of days in a month - 30, 4.

The total value cannot exceed the allowable income calculated from the maximum size of the FSS base. At the same time, it should not be less than the minimum payments set for 2022.

The amount of the allowance for caring for a child up to one and a half years in 2022 is: maximum - 29,600 rubles. 48 kopecks, minimum - 7 082 rubles. 85 kopecks.

If the result is out of range, the calculation is based on the closest set value.

Further, the resulting amount is multiplied by 0, 4. This will be 40% of the average salary.

Nuances of calculating compensation

In case of coincidence of two leaves (for nursing and BiR), the employee has the right to choose one of the types of benefits that she wishes to use.

If the applicant is raising two or more children of the specified age, the allowance for the care of the second and third child up to one and a half years in 2022 consists of several components, but cannot be less than the minimum amount and more than 100% of the average monthly income.

Registration procedure

The legislation of the Russian Federation clearly establishes the procedure for assigning compensation. It is credited only after the applicant delivers a complete package of documents to the appropriate authority. It includes:

  • Application requesting payment. Prepared in writing.
  • Caregiver's passport. You must provide the original and a copy.
  • Child's birth certificate.
  • Marriage certificate. If the parents live in a civil marriage, a certificate is presented (issued by the registry office).

  • after 70 days - from the moment the baby is born with a standard birth;
  • after 80 days - in case of complications during childbirth;
  • after 110 days - with the simultaneous birth of two or more children.

How to apply for an allowance for employed citizens

Working parents must submit a written application to the HR department at their place of work.

After the issuance of the order for the granting of vacation, you must write an application addressed to the head of the calculation of the monthly payment. The funds will be transferred to the specified details after the approval of the application. In this case, the allowance is calculated from the moment the baby is born.

How to apply for unemployment benefits

Non-working persons can apply for compensation in the social protection authorities.

In this case, the recipients are:

  • full-time students;
  • unemployed people who do not receive appropriate benefits;
  • unemployed wives of military personnel serving on a contract basis;
  • dismissed during the period of being on parental leave for up to one and a half years due to the liquidation of the company;
  • business owners who do not contribute to the Social Insurance Fund.

When contacting the social security department, you should provide:

  • a photocopy of the applicant's passport for payment;
  • work book;
  • an extract from the house book confirming the fact of the applicant's cohabitation with the baby;
  • an extract from the CPC confirming the absence of unemployment payments;
  • photocopies of birth documents of all children brought up in the family;
  • bank statement indicating the details of the account to which the charges will be received.

If necessary, the USZN may require additional papers.

Timing

The application is considered within 10 days from the date of receipt of the documentation. After that, the applicant receives approval or a reasoned refusal.

The funds are credited to the recipient's card, as a rule, on the day the salary is issued. If the transfer is handled by the FSS, the applicant will receive benefits in the second half of the month.

Changes in 2022

From 2022, a new procedure for the appointment and payment of the type of benefits under consideration is being introduced:

  • The payment will be processed by the FSS (now this function is performed by the employer).
  • You do not need to submit an application, as the insurance company will transfer the money after receiving the electronic certificate of incapacity for work. Until January 1, 2022, compensation can be drawn up on the basis of a regular paper ballot.
  • The employer will provide the information and the documentation necessary for the appointment of the allowance independently.

Today, the above innovations are being tested in a pilot mode. Starting next year, they will begin to operate throughout the Russian Federation.
