Allowance for caring for a child under 3 years old in Russia, its amount and changes are now the subject of active discussions. In July this year, a project was developed to provide monthly payments to families with children under three years of age. The president soon reviewed the law and signed it into law.
The authors of the bill believe that providing child allowance is necessary for low-income families who have their first or second child. The changes take effect from January next year.
What changes were made
So, in 2020, changes will come into force regarding the allowance for caring for a child under 3 years old in Russia. Also, amendments were made to the amount of payments.
Now the situation looks like this:
- funds will be transferred every month until the baby is 3 years old, while at the moment this assistance is allocated only up to 1, 5 years old. Until recently, a person on parental leave (with official employment) could receive no more than 50 rubles, which, of course, did not suit many.
- at the same time, the criteria for the need for financial support were also changed. The allowance will be provided only when each family member has an amount that does not reach double the current subsistence minimum (LW). Before the bill, the allowable income was 1.5 times the subsistence level.
The changes will take effect in 2020.
Who will receive payments and in what amounts
The conditions for the appointment of benefits for the care of a child under 3 years old in Russia in 2020 have not undergone changes, but the amount needs to be considered separately. You can get help from the state under the following conditions:
- The baby was supposed to be born (or should be adopted) from January 1, 2018. This condition is relevant only for the first and second child. The benefit does not apply to the following children.
- Only Russian citizens who permanently live in the country are eligible to receive the allowance.
- The family must be poor or meet the requirements of need. If we sum up all the profit for the last year and divide it by the number of family members, then for each person there should be less than two PM for the second quarter of the last year. In this case, the amount of profit is calculated without deducting taxes.

When all of these requirements are met, the family can receive parental benefit. As for the size, this indicator will be calculated based on the current PM in each specific city.
The Ministry of Labor has provided approximate calculations, on the basis of which the average benefit in the country will be 12 thousand rubles (7% more than the amount currently paid for one and a half year old children). By 2021, payments are planned to be raised to 12.3 thousand rubles, and by 2022 - to 12.6 thousand.
Both unemployed and employed parents have the right to receive financial support. The most important thing is that the income per person does not exceed 2 PM in the region.
How to get a child allowance
Allowance for caring for a child under 3 years old in Russia in 2020 will be issued unchanged, on the same conditions as for a child 1, 5 years old, only the amount will now be different.
The procedure is as follows:
For the first child, parents will need to write an application asking for financial assistance. It is required to go with an application to the nearest social security or MFC. In this case, funds are allocated from the federal budget.
When the benefit is issued for the second child, you need to contact the Pension Fund or the MFC, and the money will be deducted from the maternity capital. If the parents do not have maternity capital, then they will need to write another application. You can apply for benefits and capital at the same time.
Some parents may have already exhausted all maternity capital. Unfortunately, in this case, you should not count on the benefit for the second baby.
When writing an application, you need to take with you a package of such documents:
- Child's birth certificate.
- Papers confirming the parents' citizenship, as well as proof that they live in the country, on a permanent basis.
- Confirmed information about family composition.
- Confirmed information about the income of family members.
- Requisites, which will be used to transfer monetary support.

Since the new child allowance will become relevant from January 1 of the next year, it is advisable to write an application not earlier than the specified date. The allowance is assigned precisely from the moment the family applies with all the specified documentation. No payments are expected for the past months.
It is also worth remembering that payments are assigned until the child reaches the age of two years. Then you will have to write an application for benefits again so that the monetary support can be extended for another year.

- The bill to increase the child allowance comes into force on January 1, 2020, from the same moment parents can apply for payments with all the documents.
- According to approximate calculations, the amount of payments will be from 10 to 12 thousand rubles, depending on the region. In the future, it is planned to increase it.
- Cash support is provided to poor families or those that meet the needs. There should be no more than two PM per person.
- For the second baby, funds will be allocated from the maternity capital, so if it has already been spent, then payments will be refused.
