Biography
Tsivilev Sergey Evgenievich was born on September 21, 1961 in the city of Zhdanov, Stalin's region. Now this territory is known as Donetsk.
Studies
He entered the Black Sea Higher Naval School in the city of Sevastopol in 1978, and graduated with honors in 1983.
Sergei Evgenievich served in the Armed Forces of the USSR and the Russian Federation until 1994. During his service he was promoted to captain of the third rank.

After completing the service, he decided to enter the GUEiF of St. Petersburg and in 1999 graduated from a higher educational institution with a degree in Finance and Credit.

In 2007 Sergey Evgenievich became a co-founder of the construction company Lenexpoinvest. Viktor Khmarin and Vladimir Khodyrev became his companions. Khmarin's companies were the main suppliers of equipment for Gazprom.
Mining industry
Since 2010 Tsivilev has been an investor in the mining industry. He was engaged in coal mining in Yakutia, its enrichment and shipment.
In 2012-2013, Sergey Evgenievich Tsivilev held the position of Deputy Chairman of the Board of Directors of Kolmar LLC.
In 2014, he became the CEO of this enterprise and the holder of 70 percent of the company's shares.
On March 2, 2018, Tsivilev became Deputy Governor of the Kemerovo Territory. His powers included the areas of the consumer market, transport and industry. Sergei Tsivilev promised to raise Kemerovo as a region, to organize benefits for some segments of the population, jobs.

Personal life
Sergei Evgenievich has a brother, Valery, who runs the Kolmar company and its subsidiaries. After Sergei was appointed governor, Sergei's wife and his brother became the owners of the family companies. The couple have three children.
Wife Anna Tsivileva owns 70 percent of shares in Kolmar Group LLC. Until March 2, 2018, both spouses were the heads of the Swiss company Colmar Sale and Logistic. She is a psychiatrist by education.
Tragedy
After the tragedy in Kemerovo, Russian President Vladimir Putin dismissed the then acting governor Aman Tuleev and appointed Sergei Tsivilev, the interim acting governor, to his position.
Tsivilev's appointment took place after the fire that happened on March 25 in the Zimnyaya Vishnya shopping center. On that day, a fire took place, during which 64 lives were lost, 41 of them were burned down. Throughout the CIS, actions were held in memory of the victims, and in Kemerovo itself the situation escalated to the limit in those days. People demanded to find those responsible for what happened. Vladimir Putin came to a meeting with the residents of Kemerovo and promised to punish everyone involved in the tragedy. National mourning was declared throughout the country.
People saw the incumbent governor Aman Tuleyev as the culprit. The governor did not come to meet the people, did not express condolences, and called all the protesters "permanent buzoters."
Desperate people insistently demanded Tuleyev's resignation, gathering at the city administration. There were also quite a few people who decided that it was possible to carry out a coup under the guise of protesters. Since Tuleyev refused to go out to the people, Sergei Tsivilev came out.
In Kemerovo, Sergei was a new person, whose biography was unknown to people. But he tried to speak the same language with people distraught with grief.
First, he accused the man who lost three children, wife and sister in the fire, in immodest PR. And after some time, Tsivilev knelt in front of the residents of Kemerovo and asked for forgiveness for what had happened. He promised that those responsible would be punished.
As a result, on April 1, Tsivilev was appointed interim governor, and Tuleyev was dismissed.
