An application for payment of childcare allowance is sent to the employer if the child's parents are officially employed. In other cases, you must contact the territorial department of social protection of the population or the MFC, where all the collected documentation is provided.

This can be done by visiting the authority in person, as well as by sending the necessary documents by mail or through the State Services portal.

Benefit for a child up to one and a half years

In 2021, the minimum amount of compensation will be 6,284.65 rubles. If the mother worked before the decree, then the amount of the benefit corresponds to 40% of her average monthly wage in the two years preceding the application.

Benefit for a child under 3 years of age

• monthly benefits;
• one-time financial assistance timed to specific events (for example, the birth of a child).

Maternal capital

Parents who for some reason did not use the right to maternity capital earlier can receive it in the event of the birth of their fourth child. The norm also applies to the regional MC, the size of which is on average 100 thousand rubles (it is not valid in all regions).

List of benefits for large families

In addition to financial support, parents with many children can count on the following benefits:

1. Free drugs for the treatment of children under 6 years old (only as prescribed by a doctor).
2. Free trips to children's health camps or sanatoriums.
3. Refund of payment for housing and communal services in the amount of 30-50% (depending on the region).
4. Free meals in the dairy kitchen (for a child up to 7 years old). Parents receive a monthly set of products, the amount of which is determined depending on the territory of residence and the age of the child.
5. Free admission to cultural events (exhibitions, art galleries, museums, etc.). Provided no more than once a month.
6. Compensation for the increase in the cost of essential goods. The amount of such assistance is established in accordance with regional legislation. In Moscow, for example, parents with many children receive a monthly allowance of 1, 2 thousand rubles.
7. Parents' right to early retirement benefits. At the same time, work experience must be at least 15 years. So, a mother of three children can go on a well-deserved rest at 57 years old, four - at 56 years old, five - at 50 years old.
8. Free transfer of ownership of a land plot (up to 15 acres) located in the territory of the region of residence.
9. Free school and sports uniforms. Provided annually.
10. Subsidy for the construction of housing, if the family needs to expand the living space or improve housing conditions.
11. Free travel on public transport.
12. Two free meals a day in school canteens for children from large families.
13. Parents' right to an additional day off (once a week) with the preservation of earnings.
14. The right to additional leave (14 days) without pay. Available at any time at the request of the parents.
15. Reduction of the amount of property tax payments for each child by the amount of 6 m² in a private house and 5 m² in apartment buildings.

In addition, the legislation establishes benefits depending on the status of children, father or mother. For example, families with a disabled child may be eligible for payments due to disabled children. Also, a parent who decides to start his own business may not pay the state registration fee.

Changes to the assistance program for families with children

Recent changes made to the assistance program for large families suggest:

• increase in the size of each type of payments by 4%, taking into account inflation;
• increasing the number of preferential places in kindergartens to 180 thousand;
• extension of the maternity capital program until the end of 2026.

In addition, a social project "Decade of Childhood" is launched on January 1, within the framework of which it is planned to introduce new mechanisms of assistance to families in need:

• raising food standards in schools in large cities (St. Petersburg, Moscow and other megacities);
• provision of free medicines to children with rare diseases;
• creating the required number of places in kindergartens and providing them with large families out of turn.

In 2021, it is planned to index all types of payments to families with children by 4%.

Families that for some reason did not use their right to receive an MC earlier can do so in 2021 if their fourth child is born.
