In April 2021, the media published an interview with the Prime Minister of the Russian Federation, in which he said what awaits non-working pensioners in Russia in 2022. The latest news reports on the impending increase in payments to all categories of the population eligible for social support from the state. It will affect recipients of insurance and social, military and state pensions. The government intends to pay increased benefits to veterans of the Great Patriotic War and military operations from May 2022.

Announcement of potential events

The size of the indexation of pensions is now known in advance, as well as the date when it will take place. All this is thanks to the plans drawn up by the government for the next three years. The media, news and legal portals have posted information about a phased increase in pension payments, which will be carried out throughout the year for different categories of recipients.

The latest news in Russia, when asked what awaits non-working pensioners in 2022, lists in detail the events planned by the authorities.

Insurance payments

The increase in insurance pensions, according to the usual procedure, is carried out from January 1 of the current year. Those who receive a pension according to the schedule during the New Year holidays are paid in advance - at post offices, brought home or transferred to bank cards.

In 2022 (in contrast to 2021, when the indexation was carried out by 6, 3%), in accordance with the previously announced economic development plan, it will increase by 5, 9%. The fixed payment will grow to 6, 4 thousand rubles, and the cost of the IPC will rise to almost 105 rubles, which will increase the pension by almost 1000 rubles, as it was planned during the pension reform.

Interesting! Payments and benefits to war veterans in 2022

E. Bibikova, chairman of the specialized committee of the Federation Council, said that in the next years a significant, albeit somewhat lower percentage of indexation of payments to recipients of insurance pensions is also planned - 5.6% in 2023 and 5.5% in 2024.

It is impossible to answer exactly by what percentage the pension will increase, the increase is determined by its size - the more significant it is, the more the percentage of indexation determines the increase. Thanks to the indexation, the average pension in Russia will increase and amount to 18 thousand rubles.

Indexation of EDV and NSO

They will rise in parallel with payments to federal beneficiaries, but by what percentage is still unknown. The decision on the increase is made in January, after the publication by Rosstat of data on the inflation rate. Therefore, the payment, as in previous years, will be increased from February 1 of the current year.

There is a preliminary forecast from the Central Bank, which intends to keep inflation at 4%. In 2021, the indexation was carried out by 4, 9%, so one can roughly focus on increasing the NSI and the monthly income by about 4-5%.

Social pensions

They are also expected to change, but unlike insurance, not very significant, judging by the growth in 2021, which amounted to 3.4%. State pensions also increased by the same amount, which means that the increase occurred by the same amount as the PM increased in 2020. By how much the cost of living will rise in 2021, the same will be the growth rate of social pensions. Therefore, it will become known only at the beginning of next year.

In the Federal Law No. 388, an increase in "social services" in 2022 is determined by 8.5%, in return for this significant increase, the increase in 2023 will slightly decrease.

The media is actively discussing the issue that indexation may also take place for working pensioners, but so far only the recalculation is indicated by adding pension coefficients earned over the year.

How likely these rumors are, cited with reference to informed sources, is still unknown. They talk about three options for resuming indexing. Which of them will be adopted, and whether such a decision will be made at all, is still unknown.

Funded pension

This information is not for everyone who is interested in what awaits non-working pensioners in 2022, but the latest news in Russia reports that an increase in the funded pension for its owners is scheduled for August. In 2020, they grew by 9%, but it is not yet known what the growth will be in August 2022 and even how much it will rise in the current year, 2021.

An increase in payments is also envisaged for participants in the co-financing of the pension savings program.

Security and military pensions

Former military personnel and employees of power structures can count on an increase in retirement benefits due to an increase in monetary allowances in the structures where they served. According to preliminary data, it is planned to increase both by 4, 9%.

Some media outlets are confident that with the end of the pandemic, the rate of inflation may decrease, which means that the indexation carried out may decrease. Since there are too many unknowns in solving this problem, the final data will appear closer to the time of the planned indexing.

The amount of additional payments to former civil aviation pilots and coal workers working in harsh conditions is changed 4 times a year. Here, too, it is impossible to predict new amounts, since they are determined by the average monthly earnings and the length of service worked in a difficult profession.

Priority and extraordinary promotions

This is another answer to the question of what awaits non-working pensioners in Russia in 2022. The latest news reports that the number of citizens of this category is regularly added, but in the Pension Fund they are paid in different ways. For some, the pension is automatically raised when information is communicated through interagency cooperation. Others need to submit an application with documents attached.

Interesting! What to do after receiving a certificate of inheritance

An increase out of turn and without reference to the general date is due in 2022 to the following categories of pensioners:

  • those who have reached old age, from the day of their 80th birthday;
  • people of retirement age, on whose provision new minor dependents have appeared;
  • those who quit their jobs and transferred to the status of non-working pensioners (they will even recalculate the cost of pension coefficients as soon as they notify the FIU of their dismissal);
  • who have moved to regions with a higher coefficient for permanent residence.

In the Pension Fund there is a single federal consulting service, an employee of which will always give the most detailed explanations on an issue of interest. For Russian citizens, a call from any corner of the country is free.

Recently, regional or territorial authorities have the right to resolve issues of the well-being of pensioners. To find out about their privileges, a pensioner just needs to contact the nearest branch of the Pension Fund of the Russian Federation, social protection authorities or make inquiries on the official website of the local administration.
