The main questions that now concern all people: will the experience in the first half of this leap year be repeated? And if so, when to expect the second wave of COVID-19? Should we expect a further collapse of the economy and default, similar to what happened 22 years ago? Find out the forecasts and the latest news on what awaits Russia in September 2020.
Second wave of coronavirus
Most experts pin special hopes in the fight against COVID-19 on the emergence of a vector two-component vaccine based on adenoviruses "Sputnik V" (V - from the word "vaccine"). The name of the new drug is associated with the launch of the first artificial Earth satellite in the Soviet Union in 1957.
We will remind, on August 11, Vladimir Putin announced that Russia became the first country in the world to register a vaccine against COVID-19. According to the results of clinical trials, Sputnik V has shown high efficiency and safety. It is estimated that mass production of the antiviral agent could begin in January 2021.
Meanwhile, the words of the Minister of Health indicate indirectly that the coronavirus will not be overcome by the end of this year. Mikhail Murashko believes that a return to a full life in Russia before February 2021 is unlikely: "the chain of transmission of the virus must be broken."
When asked what awaits Russia in September 2020, doctors say: a new jump in the incidence can be expected in early autumn, when everyone will return from vacations. But this will not be the second wave of the coronavirus epidemic, but the continuation of the first.
Therefore, many experts do not exclude the option of continuing distance learning in schools and universities, and the work of kindergartens is also questionable. Earlier this information was denied by the Minister of Education Sergei Kravtsov, who assured that from September 1, all schoolchildren will sit at their desks, and the normal educational process will begin for them.
Judging by the reports of the federal headquarters, in the past two weeks, there has been a slight increase in the number of cases of coronavirus in many Russian regions every day.
Russia is facing a crisis worse than 1998
According to the Higher School of Economics of the Russian Federation, the overall economic situation is now extremely negative: 61% of Russians have a drop in income, one in eight has completely lost their earnings. The Ministry of Economic Development predicts an increase in unemployment in Russia to a historical maximum - in the worst-case scenario, by the end of the year the unemployment rate may increase by 3.5 times. According to various estimates, GDP in 2020 will decrease by 4.5-6%.
According to experts, another wave of bankruptcies will sweep the country. Enterprises and companies that survived the quarantine period, collecting loans, in the hope of a quick recovery in consumer demand, will be forced to cease operations and lay off all employees.
In addition, as leading analysts predict, in September 2020, we should expect further weakening of the ruble against major currencies - at the level of 75-78 rubles. per dollar, 86-90 rubles. for the euro.
Important innovations that will take effect this fall
Let's start with the good news about what awaits Russia in September 2020.
Secondary educational institutions
In Russian schools since this academic year:
- Teachers will be paid extra 5,000 rubles a month from the federal budget for classroom guidance.
- Elementary school students will be given a free hot lunch every day.
- Each class will be assigned its own premises in order to minimize the movement of children around the building of the educational institution. Exceptions are possible only for classrooms of chemistry, physics, gym and fine arts.
- Schools must have working air disinfectants. Toilet paper and soap in the restrooms.
- Changes (if possible) in different classes should not be the same.
- For each class, the school day will begin and end strictly in due time.
Rospotrebnazdor also recommended to reduce the number of students in the class as much as possible, to transfer physical education lessons to the street whenever possible. The formation of extended day groups and evening duty groups from students of different classes is excluded. School-wide celebrations and concerts in assembly halls are strictly prohibited.
After the start of the training sessions, it is planned to test the knowledge of all students. If it turns out that schoolchildren have gaps due to distance learning, measures are provided to replenish their knowledge to the required level.
Changes for motorists
New rules will come into legal force for all Russian drivers. The calculation of the cost of the OSAGO policy (compulsory motor third party liability insurance) will change. During registration, individual data will be taken into account, and each driver will be assigned an additional risk factor.
The boundaries of the tariff corridor have been expanded by 30 percent, and the size of the individual rate will change in both directions: the minimum will be 2,471 rubles, and the maximum will increase to 5,436 rubles.
State traffic inspectors will have at their disposal equipment that will allow them to carry out diagnostics directly on the road and prohibit the operation of vehicles that violate the rules.
Traffic police officers will be given tire tread gauges, brake and steering diagnostics devices, as well as blood glucose meters that will determine the intensity of lighting on the tracks when analyzing an accident.
The inspection procedure will also resume. New requirements will be gradually introduced:
- drivers will have to submit a photo of the entrance and exit to the service point;
- the coordinates of the car will be compared with the coordinates of the service point;
- if there are violations of the rules of technical inspection - automatically record with the help of cameras.
The vehicle passport (PTS) and vehicle registration certificate (STS) will be changed. More data will be added to the documents. For example, a column will appear about the power of the power unit and the timing of state registration, if the car has been registered for a limited period.
