Putin at the beginning of this year ordered senior government officials to introduce the principles of social treasury into the work of public social services. In this regard, many citizens who receive disability pension payments are interested in how, in this case, the NSO for disabled persons of group I will be issued in 2022 in connection with such changes in the work of social services.

Reforming the work of social services in the Russian Federation

It is known that the Russian president is the initiator of numerous laws and amendments concerning the social sphere in the Russian state. He has repeatedly put on the agenda proposals for the extension of existing payments to mothers of large families, families with children, single mothers, and pregnant women.

During his annual appeal to the Federal Assembly in January of this year, the President of the Russian Federation gave an order to simplify the process of registering a set of social services (NSOs) that rely on pensioners, disabled people and low-income citizens.

Simplification of the process of registration of social assistance from the state, as pointed out by V. V. Putin, in his message, began successfully already in 2020, when the Russians were able to receive part of the state social benefits without collecting a large number of certificates and other documents, without queues to officials and trips to various authorities.

At the beginning of this year, the President indicated that this process should be accelerated and expanded. In this regard, there is a need for a system of social treasury, which would maximally simplify the process of receiving social assistance for all categories of the population in need.

What is a set of social services for people with disabilities?

One of the types of state social assistance to disabled people is a set of social services that are provided with money from the state budget of the Russian Federation, in accordance with the current law "On State Social Assistance", adopted in 1999.

This law describes the norms of the NSO and other types of social support that the state provides to various categories of Russians who fall under the standards for the provision of state subsidies.

The basic part of the NSO is formed at the expense of the federal budget. Regional authorities provide additional payments to citizens living in a particular constituent entity of the federation.

All citizens of the Russian Federation of different ages with the appropriate disability group have the right to receive a full range of social services. NSO includes:

  • receiving medical care in accordance with the indications, providing medicines, medical devices and dietary food for children with disabilities;
  • vouchers for the passage of spa treatment;
  • travel by rail in both directions to the place of treatment.

Only diabetics of the first group are provided free of charge with medical devices. Within the framework of the NSO, medical devices are provided free of charge to persons with disabilities in need of palliative care only upon the appointment of a medical commission.

All pensioners with benefits of federal significance and disabled persons, as well as participants in the liquidation of the Chernobyl accident and other groups of preferential pensioners of federal significance, have the right to receive NSOs. A set of social services is assigned automatically, along with the registration of a pension.

According to the law, a person has the right to replace natural social assistance with its cash equivalent. To do this, you need to write an application to the Pension Fund and send it via the Internet or personally bring it to the territorial office of the Pension Fund.

When abandoning the in-kind form of the NSO, it should be remembered that it will be possible to receive the monetary equivalent of the required set of services only for the next calendar year from the date of application.

You can get free medicines only in state pharmacies with a special prescription prescription, which is prescribed by doctors. Often this process is delayed.

It should also be remembered when obtaining a NSO that free diet food is provided only to children with disabilities until they reach the age of 18.

What changes will take place in the NSO registration procedure in 2022?

In connection with the organizational changes in the work of social services in Russia, which should take place already next year, many people with disabilities are interested in whether the size of the NSO for disabled people of group I will be increased in 2022 and by how much. Today, the monthly amount of such services is 1 thousand 211 rubles. 66 kopecks per month.

As of February 2021, it includes:

  • medicines and medical products - 933 rubles. 25 kopecks;
  • spa treatment - 147 rubles. 37 kopecks;
  • travel by rail - 134 rubles. 04 kopecks

No increase in the size of the NSO is expected this year.

New changes that will affect the work of social services will be associated with the process of registration and application for receiving social assistance from the state. Since the NSO is assigned to federal beneficiaries automatically, in accordance with the current law on social support, it will not be necessary to specifically apply for such services. Therefore, the innovations have not yet affected the NSO.

All people with disabilities and other federal beneficiaries receive NSO automatically. To do this, you do not need to collect certificates even now. Most often, problems can arise when getting free drugs for which your doctor must write a prescription. Often, specialists do not inform their patients about the availability of free analogs that they are entitled to for treatment from the state. Instead, some physicians try to prescribe expensive, paid drugs.

If a disabled person knows for sure that the drugs they are entitled to are on the list of essential drugs, they can insist on their own and ask the doctor to write him a prescription. When a disabled person receives a refusal, he can turn to the head physician or the head of the polyclinic by filing a complaint against the attending physician in his name.

According to the current law on social protection, the attending physician is obliged to notify his patient that he has the right to receive a free equivalent from the state. The citizen himself must choose from free and paid medicine, based on his circumstances and financial capabilities.

If doctors refuse to receive a prescription for a prescription, it is necessary to ask them for a written justification of their position so that this document can be presented in court, where a disabled person can appeal the decision of the medical commission.

Also, it is not yet planned to add to the list of vital drugs and medical devices those that are used in the care of palliative patients. As part of the planned changes by the Decree of the President of the Russian Federation, the regional authorities will have to develop special social specialized centers for the rehabilitation of disabled people, in which they will be provided free medical care free of charge. The government should provide the president with a project for the development of rehabilitation centers in all Russian regions and a report on the work on their creation by January 15, 2022.
