Messages about changes in the size of some payments due to people with disabilities appeared at the end of 2020. The difficult economic circumstances in the country associated with the coronavirus pandemic caused an increase in consumer prices, so the indexation from February 1 took place at a higher percentage than the legislators had previously assumed. An increase of 4, 9% of the IUV led to a similar increase in NSO for disabled persons of the II group in 2021. The same increase awaits other categories of the population, the care of which is assumed by the state.

Providing a set of social services

Material support for citizens with disabilities who cannot partially or fully meet their needs is a priority direction of the state's social policy. They are provided with preferences and benefits to improve the quality of life and alleviate the hardships of a difficult situation.

One of the types of government support is a monthly cash payment. All federal beneficiaries, including people with disabilities of all groups and children with disabilities, have the right to receive it.

NSO for disabled people of II group in 2021 is a part of the monthly income, which is deducted from the total amount by default, if the beneficiary has not refused to provide services in material terms before a certain period and has not received his legal right to monetary compensation.

To receive the cash equivalent of a package of services or a separate part of it, the federal beneficiary must submit a corresponding application before the beginning of the fourth quarter at his territorial branch of the Pension Fund of the Russian Federation.

Federal Law No. 181 (of November 24, 1995) is the main legal act that provides for the right of a disabled person to receive a monthly payment. This right will be valid as long as the disability is relevant - a person can undergo treatment and in some cases recover or move to another group.

Automatic renewal continues in 2021. An authorized representative of a person with disabilities can also receive EDV, if we are talking about an incapacitated or underage person.

The NSO for disabled people of the II group in 2021 is an integral part of the EDV, which is presented to everyone who is entitled to receive payments. This happens within 10 days from the moment of contacting the FIU and presentation of a certificate issued by the bureau of medical and social expertise. Therefore, you need to apply to the FIU with an application only on the condition that the disabled person or beneficiary wants to refuse the set or part of it and receive compensation in monetary terms.

What is included and how is it paid

Federal Law No. 178 (dated 17.07.1999) clearly regulates which services are included in the package of preferences. A disabled person or a beneficiary has the right:

• for a free ticket to a sanatorium-type institution;
• for medicines in a pharmacy on the basis of a doctor's prescription;
• for special therapeutic baby food (if we are talking about a minor with disabilities);
• for free travel on commuter trains and on an intercity train when traveling to a sanatorium for treatment and home.

The cost of NSO for disabled persons of the II group in 2021 is indexed by 4.9% together with the cash payment. Indexation takes place from February 1, since the official information on the inflation rate is published by Rosstat only in January of the current year.

The total amount of EDV, which is due to people referred to the II disability group for health reasons, is 2,919.02 rubles. If you subtract from it the cost of the social package offered by the state, a person will receive 1 707, 36 rubles.

If a disabled person does not want to give up the entire set of services and writes a statement that he wants to leave 1-2 services, simple calculations can be made:

• without a ticket to the sanatorium: 1 707, 36 + 144, 37 = 1 851, 73 rubles;
• refusal of medicines and food: 1 707, 36 + 933, 25 = 2 640, 61 rubles;
• without free travel: 1 707, 36 + 134, 03 = 1 841, 39 rubles.

The amount allocated for each social service is nominal and covers only a small part of the costs incurred by the state to provide preferences to people who cannot work for health reasons and provide for their needs. However, there are different situations in life in which a person may not need this or that type of service. In this case, it is logical that he should receive compensation for non-use.

Documents for registration

NSO for disabled persons of the II group in 2021 is entitled to all federal beneficiaries included in the list given in the law. A person who has received the appropriate disability group as a result of a congenital pathology, injury or injury or an incurable disease, and having a certificate with the results of the ITU, comes to the territorial office of the Pension Fund. There he submits an application for recognition of the status, to which he attaches a package of necessary documents:

• identity card (passport or birth certificate);
• certificate of disability (preferably original and copy).

If a disabled person cannot deal with the registration on his own, the responsibility falls on the legal representative, who is also required to have an identity card and a power of attorney certified by a notary.

If all documents are in order, the applicant is assigned a pension and a monthly cash payment. It includes the cost of a set of social services. Both amounts depend on the disability group or the category of the beneficiary. In almost all cases, the NSO is automatically provided in kind. To receive it in monetary terms, you need to write an appropriate application in a timely manner.

The only exceptions are those injured in a radiation catastrophe. They are immediately paid everything in cash, they can write another application - for services in kind.

Outcomes

The state takes care of people with disabilities, this is an integral part of the ongoing social policy. People with disabilities of any group have the right to receive pensions, benefits and preferences. Payments are annually increased in size by means of indexation according to the officially determined inflation rate.

The last indexation was carried out on February 1 of this year. NSO is an integral part of the EDV, it can be provided in kind or, after a written application, in monetary terms. In 2021, EDV and NSO were indexed by 4.9% and increased in size. This does not mean that the monthly payment will decrease, the increase in both parts is carried out proportionally.
