In 2022, a large number of benefits and allowances for different categories of citizens of the Russian Federation will be changed. For registration of NSO for disabled persons of the II group next year, it is necessary to study the peculiarities of receiving services.

What is NSO

The acronym stands for a set of social services. They are required for every disabled person who receives an EDV. NSO refers to specific services provided by the state to citizens of the Russian Federation with any group of disabilities.

Options for obtaining NSO

The list of services can be obtained in 2 expressions:

  • natural - a disabled person uses all the services due to him from the state;
  • monetary - a person submits an application that he wants to receive compensation for non-use of services provided by law.

It is necessary to submit an application to the Pension Fund about the accrual of funds in the next year before October 1 of the current year.

Experts advise not to give up services in favor of monetary compensation. Its size does not fully cover spending on the purchase of medicines and the use of free travel.

List of services included in the NSO in 2022

To assess whether it is worth exercising the right to NSO or abandoning it in 2022, a disabled person of group II should study its composition. The list now includes the following services:

  • Free receipt of medicines and medical nutrition. Applies only to medications from the legally defined list (exclusively on prescription).
  • Free voucher to the sanatorium. The institution must be on the list of permitted ones, which, according to the law, have the right to conduct medical activities. If a disabled person does not have the opportunity to independently get to the sanatorium, the trip will be paid by the state and the accompanying person.
  • Free movement by transport. The service includes only trips to the place of treatment - intercity and suburban.

What amounts are required as compensation

In 2021, the amount of the EDV is 2919.02 rubles. for disabled persons of the II group. This amount also includes NSOs. With their deduction, the allowance will be 1707, 36 rubles, that is, a citizen of the Russian Federation will receive this amount if he uses the full package of the NSO.

The amount of compensation for each service separately:

  • medicines and medical nutrition - 933.25 rubles;
  • trips by public transport - 134, 04 rubles;
  • medical procedures in a sanatorium - 144, 37 rubles.

A disabled person of the II group will receive the indicated amount if he officially refuses to use the services.

The calculation of the amount of the due allowance will be carried out by adding the amount minus the NSO and the service that the person refused. For example, a disabled person of group II decided to refuse free rides on public transport. Next year he will receive an allowance in the amount of: 1707, 36 + 134, 04 = 1841, 40 rubles. Compensation for refusal from other services is calculated in a similar way.

How many services can be left in the package in 2022

There will be no change in the number of services available for cancellation. For 2022, it is necessary to decide on the NSO package until October 1, 2021. For a disabled person of group II, a full list of services is available for compensation.

Compensation for refusal from NSO can be received for one service or for all. The choice remains with the person who is entitled to the privilege.

Why you shouldn't give up services

Many experts advise against submitting an application to the FIU with a refusal from the NSO. The reason is the nominal amount of compensation. In most cases, the payments do not cover all costs, so it would be advisable to reserve the right to use the services.

For example, medications for people with diabetes are quite expensive. It will not be possible to cover the expenses on them only with compensation. It is better to get them for free from the state. A similar situation with vouchers to a sanatorium: in 2-3 years with the help of compensation it will be possible to accumulate only 4, 5 thousand rubles. This is not enough to cover the trip to the hospital.

What documents are required to obtain NSO

The set of services is part of the EDV, so there is no need to complete a separate application for an NSO. It will be necessary to send a number of documents to the Pension Fund at the time of filing an application for a UHM:

  • passport;
  • SNILS;
  • pensioner's certificate, if any;
  • documents that confirm the right of a disabled person of the II group to receive benefits.

In 2022, other documents will not be required to issue a monthly income tax and, therefore, NSOs.

How to opt out of receiving NSO

A disabled person of group II has the right to refuse NSO. Most often, it is used to compensate for the free travel service to the place of treatment by those citizens of the Russian Federation who have personal transport in their family. It is more convenient to get around in your car, so a public transport ticket paid by the state is not needed.

To register a refusal, you will need to perform a number of actions:

  1. Register and authorize an account in the MFC on the State Services portal.
  2. Use it to log into your personal account on the PFR website.
  3. Go to the tab "Social payments", in the list of services, click on the button "Submit an application for refusal from NSO".
  4. From the list provided, select the address of the PFR branch at the place of residence of a disabled person of group II.
  5. Indicate the method of submission of documents - in person or through a representative.
  6. In the list of NSO services, select those from which a citizen of the Russian Federation wants to refuse.
  7. Check the correctness of the specified information and put a tick in front of the corresponding item.
  8. Click on the "Submit application" button.
  9. Submit an application for refusal from NSO.

In the section "Messages history" it will be possible to track the status of the application. It will also indicate what actions must be performed in order to receive compensation for the refusal.

Changes from 2022

Next year, the only change that will affect the NSO will be indexation. Compensation amounts must be increased, like all social benefits.

The exact size of the rate is unknown, since information on inflation will appear closer to January 2022. According to experts' expectations, the increase will be 5-6%. No changes should be expected this year, rates will remain the same until the end of the year.

It was also stated that the procedure for obtaining NSOs remains unchanged, as well as the list of services provided free of charge. The doctor informs that a person has a set according to the law. If for some reason he kept silent about this, the disabled person has the right to file a complaint with the hospital or higher authorities.

Outcomes

In 2022, Group II pensioners will be able to apply for NSO. Additionally, you will not need to apply for free services. If a citizen of the Russian Federation is credited with EDV, he automatically becomes a recipient of the NSO.

It is possible to issue a cancellation of some or all of the services. The application is submitted remotely through the PFR website. After refusal, a disabled person of group II will receive compensation. It is nominal and in most cases does not cover the cost of services. For this reason, experts advise not to give up the free NSO. With the benefit, you can save on medicines, travel to the place of treatment and vouchers to the sanatorium.
