Who is eligible for payment

Social benefits, which the government plans to pay monthly to pregnant women, are intended to support the poor. The payments will go to expectant mothers in need of additional money.

Who is entitled to the allowance, who will meet the criterion:

• working unmarried women, if their income is less than the subsistence minimum (LW) in the region;
• pregnant women who officially have the status of unemployed;
• full-time students and scholarships;
• women receiving state social benefits, the amount of which is less than the subsistence level;
• married couples, if the income of both family members is less than the subsistence minimum;
• families that already have children, but are planning to have one more, if the average per capita income for each is less than the subsistence minimum.

If the expectant mother is divorced and her income is less than the regional subsistence level, she will also be able to count on state support.

Benefits for pregnant women

The amount of the allowance will be 50% of the subsistence allowance in the region. It will be paid monthly. Presumably, the amount of payments to pregnant women in 2021 will be 6 350 rubles. The calculation is based on the size of the family's average per capita income. If each family member has less than the PM, the expectant mother is eligible for support.

The amount of financial support is calculated based on half of the subsistence minimum for able-bodied citizens. The average cost of living in the regions is 11,653 rubles. for the disabled population, 12 702 for the able-bodied population.

The amounts will vary by region. For example:

• the highest PM for the working-age population in Moscow - 20,589 rubles;
• in Mordovia, the lowest - 10 079 rubles;
• in the Bryansk region the value of the PM is 12,085 rubles.

Each year, the amount of benefits for pregnant women will be indexed along with other social benefits.

How to apply for a benefit

The Pension Fund will be responsible for the personal appointment and transfer of new benefits to pregnant women. Specialists will be able to check all information received to them and assign payments depending on regional minimums.

It will be possible to submit an application through the State Services website. In addition, a specialized information portal will start working on July 1. You can also issue documents through the multifunctional center.

The expectant mother will be required to fill out an application of the appropriate form, provide passport data, SNILS. You will need a certificate (official medical opinion) on registration for early pregnancy. The document can be issued by a women's consultation at the place of residence, a medical center that has a state license.

Application deadlines and payment times

The main condition for issuing a benefit is registration at an early date, that is, up to 12 weeks. If she wants to keep the child, the young mother must visit the antenatal clinic and register the pregnancy with the local doctor. Formalization of pregnancy gives you the right to apply for benefits.

Material support for pregnant women will be assigned from July 1, 2021. From now on, expectant mothers will be able to apply and wait for a response on the results of the consideration. Payment period: from 6 weeks of pregnancy until the date of birth of the baby or the moment of termination of pregnancy.

If less than 30 days pass from the moment of registration to the submission of an application for payment, money will be transferred to the account from the month of registration of the pregnancy. If you submit an application later than 30 days from the date of registration, the money will be transferred from the month of application.

Social payments are targeted. The allowance is planned to be used to support pregnant women who have new items of expenditure. Payments are calculated for the time when women have to monitor the state of their health and fetus. The period that will count towards the average per capita income is not clearly spelled out. The requirements for the composition of the family are also unknown. Perhaps some more clarification or conditions for the appointment of payments are required.

The government has not yet fully developed a resolution that will take into account all the nuances. The section for filing applications has not yet been formed on the State Services website.

If the president's instruction on monthly payments to pregnant women implies the start of work on July 1, 2021, there is still time to clarify all positions. By September 15, the government will have to report on the implementation of the instructions and provide the results of the payments made.
