The head of the Russian state, Vladimir Putin, during an appeal to citizens on May 11, ordered from April 2020 to make payments in the amount of 3,000 rubles for minor children if their parents were temporarily unemployed due to coronavirus infection. The president said that minor children whose parents became unemployed due to the coronavirus epidemic will receive state support in the form of a payment equal to 3,000 rubles. These measures were announced earlier, during the meeting on April 8, 2020.

Together with other ways of rendering assistance to Russian families with children, on May 11, the President proposed to support parents raising minor children by providing them with material assistance. The payments will be monthly for each minor child. We are talking about the next 3 months - from April to June this year.

Who is entitled to 3,000 rubles per child

The President of Russia noted that the payment in the amount of 3 thousand rubles will be provided along with unemployment benefits, which are appointed by the Employment Center. Therefore, in order to receive funds for a minor child, parents need to fulfill several conditions:

• register with the labor exchange;
• be officially unemployed.

In the event that the parents were left without work, but did not register at the CPC, they will not be paid three thousand rubles for a minor child, even if they have lost their job.

For example, at the end of March, a father of two minor children lost his job, then registered at the labor exchange in April. In addition to unemployment benefits, over the next three months he will be paid another 6,000 rubles.

According to the Decree of the Government of the Russian Federation of March 27, 2020 No. 346, citizens who lost their jobs after March 1, 2020, after being registered with the CPC, will receive the maximum amount of unemployment benefits from April to June. In 2020, the amount of the maximum allowance is equal to the minimum wage and is 12 thousand 130 rubles.

How to get 3,000 rubles for a minor child

According to the Minister of Labor and Social Protection Anton Kotyakov, payments for minor children and unemployment benefits will be assigned on the 11th day after filing an application with the Employment Center.

To count on financial support from the state, you need to register at the labor exchange. Since April 9 this year, new temporary rules have been in effect in Russia for recognizing citizens of the country as unemployed.

It is now possible to register with the Center of Service Centers remotely via the Internet. It is necessary to submit an application along with a resume on the round-the-clock portal "Work in Russia".

To authorize on the site, you will need an account from the official portal of State Services. This method of submitting applications to the labor exchange will be valid until December 31, 2020.

According to the new rules, when applying for the status of unemployed, you do not need to provide a copy of the work book, the order of dismissal, as well as a certificate from the previous place of work on the average monthly income.

The applicant will need the following:

• submit an application for the appointment of payments on the portal "Work in Russia";
• create a resume on the site.

Information regarding the level of earnings at the previous place of work, as well as the reliability of the information specified in the application, will be checked by the CPC independently by requesting data from the relevant authorities.

The decision on registration, as well as on the appointment of unemployment benefits will be generated in electronic form and sent to the applicant in the personal account on the portal "Work in Russia" or on the website of the State Service. Benefits are calculated from the first day a citizen is granted the status of an unemployed.

Thus, from April to June 2020, every parent who was left without work due to the coronavirus epidemic will be able to receive a payment of 3,000 rubles for each minor child. Child support will be awarded as soon as the parent officially becomes unemployed. Along with this, he will receive unemployment benefits at the labor exchange.
