Maternity capital is a state program to optimize the demographic situation in the country, introduced in 2007. In 2021, it has been extended and numerous changes have been made. It is already known how much will be paid for the 1st, 2nd, 3rd child.

Government plans

The recently adopted resolution changed the usual procedure for determining the percentage at which annual indexation is carried out in Russia. For some time now, indicators for the second quarter of the current year have been included in the budget.

In 2020, when analyzing the current economic situation, it was found that inflation in the first quarter of last year dropped even below the projected level of 3%.

However, against the backdrop of the coronavirus pandemic, Rosstat announced an acceleration of inflation to 3.1% in April, so the Ministry of Labor proposed to index maternity capital by 4%. Already in mid-2020, it was known how much the numbers of payments under the state program for supporting childbirth would increase in 2021.

The draft budget of the Pension Fund of Russia, approved and adopted, contains figures and plans for MK until 2023. The size of maternity capital in 2021 will change upwards, and more than once.

Compared to 2019, it will add several points at once:

1. Now, not only the parents of the second child can apply for the payment, but also those who have had their first child. This was announced at the beginning of 2020 by the President of the country.
2. If the family did not get into the program with the first baby and the third child was born in it, he will receive an MC, which the first-born could not count on.
3. Those who have already received a standard payment for their second child were paid an additional 150 thousand rubles.
4. After the abolition of the freeze on the indexing of MK in an extremely difficult economic period, the amounts were indexed twice: in 2020 and 2021 by 3 and 4%, respectively.

Caring for the younger generation is caring about the future of the country, therefore, much attention is paid to material assistance to children even after the end of a difficult period. The need to increase the amounts in the state program became obvious as Russia reached a higher, but still insufficient level of population growth.

Hence, a new quality of the state program appeared, indexation, expansion of the range of potential applicants and options for the use of funds allocated by the state.

What happy parents can count on

For the next two years, an annual indexation of maternity capital is planned by 4%. In the table below, you can see how much will be paid in 2021.

Parents of children born after January 1, 2020 will be able to receive from the state:

• for the first child - 504 693 rubles;
• for the second baby - 666,933 rubles;
• on the third - the state will pay 450 thousand rubles. for mortgage arrears or payment for the purchase of housing;
• on the third, provided that the mother capital was not received for the first child, the payment will be 504 693 rubles.

The latest news has repeatedly reported that, in addition to plans for an indefinite extension of the state program, a bill is being prepared on payments for the third, fourth and every subsequent child in the family. So far, this point of view has opponents who are confident that the state will not have enough funds for such massive payments.

How to get this year

The amendments made to the federal legislation affected not only the increase in the amount and the number of people to whom state support is addressed. Since January 1, the procedure for processing payments has been significantly simplified, the time allotted to employees of the FIU and government agencies for the issuance of a certificate has been reduced.

If in 2020 the processing time was 15 working days, and the consideration of the application was a month, then from January 2021 10 days are given for consideration, and the certificate is issued in five days.

In many regions, a proactive procedure for the issuance of maternity capital has already been introduced within the framework of interdepartmental cooperation. As soon as the child is registered with the registry office, the Pension Fund is notified of this. And how much will be credited in 2021 or in any other year of the program depends on what kind of baby was born.
