State support in the form of maternity capital has been used in the country since 2007, and since the beginning of 2020, certain changes have been made, including payment for the first child. Will it work in 2021 as well?

Decree on support for families with children

From the point of view of the head of state, stabilization of the demographic situation is one of the priority tasks. That is why in 2007 a program to support families with children was developed, according to which parents of two or more children are provided with funds in the prescribed amount.

But the President considered such a measure not entirely complete, which prompted him to take the next step in this direction. During his next appeal to the Federal Assembly, he proposed to amend the current Law on Additional Measures of State Support for Families with Children (dated December 29, 2006 N 256-FZ), and also signed the Decree "On Additional Measures of State Support for Families with Children" (dated 20.03.2020 N 199).

The changes affected the size of payments, the order of their appointment and methods of implementation. The list of individuals who can apply for financial assistance has been significantly expanded. And also the recalculation of the amount of payments in the direction of its increase was carried out and the procedure for considering applications was corrected.

But the primary and, in V. Putin's opinion, the most significant is the appointment of payments in the form of maternity capital (MC) to families in which the first-born has appeared. In addition, the right to a certificate is retained for women who gave birth to a second baby in the period from 2007-01-01 to 2020-01-01, as well as for mothers with many children who have three or more children and have not used family capital before. The latter condition is also relevant for a single father raising an adopted son / daughter, if the adoption took place not earlier than 01.01.2007.

Family capital

The following sizes of maternity capital have been determined, depending on the number of children in the family and the period of their birth:

1. The birth of the first child in 2020-2021 and in subsequent years is the basis for calculating MK in the amount of 466 617 rubles.
2. If the second child was born already in the coming year, a payment in the amount of 616 617 rubles will be charged.
3. The same amount will be received by families where both babies were born after January 1, 2020: for the first-born, parents are entitled to a payment in the amount of 466,617 rubles. + 150 thousand rubles. for the second child.
4. In the amount of 616 617 rubles. parents with many children can also count on the appearance of their third and subsequent children after January 1, 2020, if the MK funds were not received by them earlier.

Foster fathers and mothers have similar rights to family capital.

Increase in the amount of state aid to families with children in 2021

The payments are not final and are subject to annual indexing. According to the forecasts of the Ministry of Economic Development, the inflation rate in 2021 will be 4%, which gives reason to expect an increase in the size of maternity capital for the first child to 489,051 rubles. For these purposes, 451 billion rubles will be allocated from the state budget in favor of the Pension Fund of Russia.

In addition, in some regions, the family can count on additional assistance from the local authorities when children are born. Such assistance can be provided in the form of various indulgences or a certain subsidy.

From 2020, the procedure for processing documents and assigning payments will be transferred to automatic mode, information will be sent to the Pension Fund directly from the State Register. Information about the stage of the certificate readiness will be available in the applicant's personal account on the portal "Gosuslugi" and the Pension Fund of Russia.

Another no less significant innovation was the possibility of using MK funds almost immediately after the certificate was issued. Let's remind that earlier it was necessary to wait three years.

The head of state is very concerned about the deteriorating demographic situation in the country, therefore, he considers the amendments made to be quite significant and expresses the hope that they will help stimulate the birth rate, especially among young families. After all, many of them do not dare to give birth to their first child precisely because of a lack of funds.

Therefore, the period of the program, the completion of which was previously planned for December 31, 2021, has been extended until the end of 2026.
