The Ministry of Labor and Social Development announced the development and implementation of a progressive project in Moscow - the disability pension, which was previously established after the ITU and the collection of a huge amount of paperwork, will be assigned automatically in 2021. These are not all changes, they will affect the amount of benefits for disabled people of I, II and III groups.

Changes that will affect all people with disabilities

The coronavirus pandemic has led to changes in the assignment of disability pensions. Labor Minister A. Kotyakov announced his intention to revise the policy of granting benefits for people who have obstacles to full-fledged life due to illness or injury.

The launched pilot project from the department allows people with disabilities not to collect official documents. Now you can simply transfer the results of the medical and social examination (MSE) directly to the Pension Fund, which will deal with the appointment of payments.

The second stage of implementation is expected to begin on July 1, 2021 throughout the country. The head of the relevant ministry called it a proactive regime, a progressive step and caring for people with disabilities.

In turn, the head of the Pension Fund of Russia A. Drozdov at a meeting of the Committee on Social Policy and Veterans Affairs recently announced the planned and prepared for the introduction of an increase in pensions for disabled people in the next three years.

Social payments for disability

Federal Law No. 166 of December 15, 2001 implies the need for an annual increase in social pensions to compensate for the increased inflation rate in the country. When deciding on indexation for a period of 3 years, the Russian government distributed a total of 11%.

For 2020, the budget was allocated about 3% (according to data provided by Rosstat). However, the long holidays in 2020 led not only to an increase in the inflation index, but also made negative changes to the overall economic indicators, and the delay in insurance payments reduced the occupancy of the Pension Fund.

Disability insurance benefits

However, people with disabilities can receive not only social disability pensions, but also insurance. They are assigned to those citizens who have work experience (even one officially fixed working day is considered a legislative basis). Social pension is paid to those who have not worked a day throughout their life.

The insurance pension is calculated using the formula. Employees of the Pension Fund are engaged in this. Indexation of such payments is carried out according to the already established order in January.

The size of the pension may increase depending on the regional coefficient and some other conditions, so it is impossible to unequivocally answer the question of its size. Any person with disabilities on the territory of Russia has the right to count on state assistance, insurance or social pension, if he has received a socio-medical status.

And the second group is not as serious as the first, but people who have limited abilities for orientation, self-service, movement in full, gaining knowledge, and self-control can count on it.

This means that they also have limited opportunities to work, earning a second pension, and the small amount of payments from the state does not always satisfy even the minimum needs. Nevertheless, the II group is considered working, the lack of ability to work is recognized only in those whom the ITU attributed to the first.

Other innovations

The positive changes in 2021 concern not only the news about the close interaction of the Bureau of Medical and Social Expertise and the PF of Russia, although this is a very progressive undertaking. This proposal assumes that an old-age pension was added to the social disability pension with the onset of old age and the crossing of the pension threshold, if people with incomplete opportunities worked, and insurance premiums were paid for them. Today, this situation applies only to participants in the Great Patriotic War, blockades and those who became disabled while serving in the army.

Regional benefits in the capital

In Moscow, it is more difficult for a disabled person to live on the money that the state allocates as social benefits. Therefore, the Moscow government is taking a number of actions to alleviate their situation.

In the absence of seniority, disabled persons of the second group in Moscow receive an additional payment. The size will be equal to the minimum pension of 12 thousand rubles. This is not relevant in 2021 if the person has dependents:

The minimum amount of funds received in the capital differs depending on the length of stay.
