Russian President Vladimir Putin announced the need to raise the salaries of medical workers at the end of last year, instructing the government to prepare an appropriate document. We will remind that earlier the President of Russia called the difference in the salaries of the heads of medical institutions and ordinary doctors unfair. In turn, Deputy Prime Minister of the Russian Federation Tatyana Golikova suggested that even before the beginning of 2021, a new system for calculating the salaries of doctors could be introduced.

New pay system for healthcare workers

The new calculation algorithm provides for the introduction of a unified tariff scale without prejudice to compensation and incentive payments. This is how Dmitry Morozov, Chairman of the State Duma Committee on Health Protection, commented on the statement of the Minister of Health of the Russian Federation Mikhail Murashko on the introduction of a new system of remuneration for doctors.

“The basic salary rate will be fixed and will be at least 55%. And everything else is various additional payments. The head of state drew attention to the fact that payments should in no case be reduced. And now in some medical institutions the base salary tends to 20%,”he said.

The parliamentarian also noted that there has been an increase in funding for the normalized insurance reserve of the MHIF, and this also implies an increase in salaries for health workers.

According to him, all additional payments will be provided by the federal budget, which will allow avoiding the difference between the salaries of ordinary doctors and executives. The transition to the new wage system will be gradual and will take at least two years.

Forecast for 2021

Recall that initially it was planned to increase the salaries of doctors by about 200%, according to the "May" presidential decrees. Due to the financial crisis, it was not possible to do this, but there will still be a salary increase in 2021. This will happen due to the percentage indexation, which will be 6, 8%.

For these purposes, it is planned to allocate about 19 billion rubles, and in 2022 the figure will already be 25 billion, which will significantly increase the salary fund not only for top-level workers, but also for the rest of the medical staff. Deputy Prime Minister Tatyana Golikova announced this in the latest news.

Experts expect a substantial replenishment of the budgets of local compulsory medical insurance funds due to additional transfers from the federal treasury for targeted payments, involving the costs of doctors' salaries. All entities will be provided with financial resources; a special reserve is provided for this.

In addition, it is planned to introduce a bonus payment of $ 1,000.rubles for each confirmed case of detection of cancer in patients during the clinical examination, regardless of the region of employment. Money for these purposes (1 billion rubles) is also provided in the budget.

How much do doctors get now

According to the Ministry of Health, now the average minimum wage for doctors in Russia is:

• for doctors of all specializations - 66 thousand rubles;
• for nurses - 33 thousand rubles;
• for junior employees - 30 thousand rubles.

The amount of remuneration for top-level employees varies in the range of 30-105 thousand rubles, depending on the region. Thus, doctors of the Siberian Federal District receive about 41 thousand rubles a month, and specialists of the same qualifications in the Urals - about 58 thousand rubles. The highest level of wages is traditionally boasted by the doctors of the Yamalo-Nenets Autonomous Okrug - 130, 1 thousand rubles per month.
