The President of Russia signed a salary increase for military personnel in 2019. The latest news from the Ministry of Defense indicates a significant increase in the salaries of privates, sergeants, and contract employees.

What will change

In Russia, there will be an increase in the salaries of military personnel. It will affect representatives of different ranks. The relative amount of the allowances will remain the same. But all the available premiums for qualifications, risk, personal achievements, length of service, secrecy and the like are tied to the size of the salary, therefore, accordingly, they will also rise. The sizes of various allowances that are used in law enforcement agencies (for length of service, for participation in hostilities, for service in the territories of the Arctic and equated to them) will remain the same.

The increase in salaries will affect not only specifically military personnel, but also other groups:

• citizens who work in the internal affairs bodies;
• persons serving on the territory of military units, institutions;
• people in "hot spots";
• categories of citizens equated to the military;
• civilian personnel.

Privates and sergeants serving under the contract will increase payments for renting housing, it is planned to pay travel fares for cadets, privates and sergeants.

The timing of the increase

There will be an increase in the salary of military personnel in several stages from 2019. The latest news from the Department of Defense speaks of three stages of raising:

• 2019 - by 4.3%;
• 2020 - by 3.8%;
• 2021 - by 4.0%.

The indexation of military salaries was carried out in January, so an increase was expected in a year. By personal order of the President, the increase will take place from October 1, 2019.

Increasing the salary of contract employees

Recently, the number of enlisted personnel under contract has increased significantly. To support this part of the army, there will be a salary increase for contract servicemen in 2019.

From the latest news from the Ministry of Defense, it is known about an increase in the official salary for tariff categories from 1 to 4 for such positions:

• tank commander;
• road builder;
• shooter;
• sniper;
• machine gunner;
• senior sapper;
• senior grenade launcher;
• head of the autodrome;
• concealer;
• head of the pass bureau and other categories of employees.

It is planned to provide contract servicemen with payment for travel to the place of rest and back, regardless of the place of service.

Presumably, the monetary allowance will rise in the fall of 2019 as follows:

• 1 tariff category - 4,100 rubles;
• 2 tariff category - 3 360 rubles;
• Tariff category 3 - for 2520 rubles;
• 4 tariff category - 1780 rubles.

There are proposals to expand the group of citizens who have the right to choose - to serve for 2 years under a contract or 1 for conscription. Now it is possible only for persons with higher and secondary vocational education.

Increase to military drivers

The driver's staff will also be affected by a salary increase for military personnel in 2019. According to the latest news, the following changes will take place in Russia:

1. Drivers with category D will receive an increase in salary up to the 4-rate category. The increase will be from 11 440 to 14 102 rubles.
2. Senior drivers with category D will receive a salary increase up to 5-rate category. Monetary allowance will grow from 12,480 to 16,271 rubles.
3. Drivers with categories C and E for difficult tasks performed during the service will receive salary increments by position of up to 30% monthly.

The Ministry of Defense has allocated a significant amount to increase the salaries of military drivers.

Increase amount

Rosstat cites the following figures. In 2018, the average salary of a serviceman in Russia was 43,500 rubles. Taking into account the increase in 2019, it will be 45 370.5 rubles. But keep in mind that this is a rough estimate.

The amount of money allowance for a soldier in our country depends on numerous allowances for the following merits:

• personal achievements;
• work experience in a specific position;
• duration of military service;
• place of service, for example, the Arctic, the Far North, hot spots;
• military rank;
• length of service;
• knowledge of the language;
• physical training;
• qualification;
• higher education.

The absolute increase must be calculated individually for each person. To calculate the new salary, you cannot simply multiply the current salary by a factor of 1.043, you must take into account the allowances.

There will be other increases in the 2019 military salary increase. From the latest news in Russia, other groups of citizens whose work is connected with the army can count on raising their salaries.

Employees of budgetary organizations who did not fall under the decrees of 2012, members of parliament, civil servants, judges, prosecutors, employees of the Federal Penitentiary Service, OVD, Rosgvardia, firefighters will receive an increase of 4.3% from October 2019. In 2020, they are expected to increase by 3.8%. In 2021, an increase of 4% is planned.

The salaries of medical personnel of military units and teachers will increase by 6% in 2019, an increase of 5.4% is planned in 2020, and an increase of 6.6% is planned in 2021. Retired servicemen and security officials of the Internal Affairs Directorate and drug control workers are expected to increase by 4.3% from 2019.

Raising pensions

It is not only expected that the salaries of the military personnel will increase in 2019. From the latest news: from the State Duma it became known about the intentions to increase pension benefits. This was a personal proposal of the President of the Russian Federation V. V. Putin.

Although there was a Decree on the suspension of the increase in pensions for military personnel until 2020. The military pension will be increased by 4% in 2019.

The state allocates significant funds to support the military. According to Rosstat, the following financing is planned to increase payments:

• in 2018, 67 billion rubles were spent;
• in 2019 it is planned to spend 83.9 billion rubles;
• in 2020, 148.4 billion rubles will be required.
