But, according to the previous Minister of Finance, the budget of the Federation does not have funds in the indicated amount due to the instability of the economic situation and the current crisis situation in the country. Therefore, it was decided to increase the salaries of civil servants in part and in stages, which happened in 2020.

But employees of law enforcement agencies, including law enforcement agencies, rescue and search structures, engineers of various services, should not expect a salary increase from January 1, 2021. Their salaries will be indexed as usual in October.
The highest salary in the public sector

- Not much less - 114 thousand rubles - are received by persons holding high positions, as well as those having a prestigious title in the Ministry of Emergency Situations. There are more than 400 such citizens now.
- The salary of employees of the prosecutor's office and the court holding important positions ranges from 119 thousand rubles (the Supreme Court of the Russian Federation) to 135 thousand rubles (the Constitutional Court of the Russian Federation).
As for the size of earnings in the regions, here the differences can be quite significant, which is due to the different standard of living in a particular constituent entity of the Federation, the ambiguous distribution of labor resources, climatic conditions and other determining factors.
New payroll scheme
Since 2020, the salaries of public sector employees are charged according to a new tariff scheme, which includes a base rate and an 18-bit tariff scale. Now the earnings of state employees consist of the following components:
- salary;
- bonus payments, the amount of which is determined individually for each employee, but not less than 5% of the salary;
- additional payments and allowances, including charges for work related to harmful and hazardous working conditions, compensation for work on weekends and holidays, overtime work, allowances for an academic title / degree, and others;
- additional payments for work experience: up to 5 years - 10% of the base rate, 5-10 years - 15%, 10-15 years - 20%, over 15 years - 30%.
Employees of individual structures are assigned additional payments for work in conditions of increased secrecy, as well as for keeping state secrets. The amount of such an additional payment can reach 60% of the salary. If we are talking about a highly qualified employee holding a prestigious position, the amount of the additional payment increases to 120%.
For state employees, material assistance is provided in the amount of 30% of the average monthly salary, as well as lump-sum payments aimed at health improvement, in the amount of 50% of the salary.
When calculating the base rate, the minimum wage is taken as the basis, therefore, the earnings of an ordinary civil servant cannot be lower than the subsistence minimum. The amount of remuneration is determined by the following criteria:
- the level of qualifications and the category of the specialist;
- the size of the bet (1 or 0, 5);
- position held;
- working conditions (for example, labor activity is carried out in rural areas or regions of the Far North).
