To characterize the incomes of Russian citizens, their purchasing power, and well-being, economists annually calculate the level of wages. Find out what is the average salary in Russia in 2021, as well as in which regions of the country the highest salaries are recorded according to Rosstat.
Average salary by industry
According to the latest data, the average salary in the Russian Federation, starting from 2021, will be 42 550 rubles. For the calculation, the amount was taken before the deduction of personal income tax. In fact, this figure in the country is 37,018 rubles (42,550 - 13%).
The indicators of the average earnings of Russian citizens will still be quite modest, but despite this, compared to 2020, they increased by 11.2%. This is primarily due to an increase in the minimum wage.
According to Rosstat, employees have the highest incomes:
- gas and oil industries;
- air transport;
- IT spheres;
- transport sector;
- accountants of large companies.
The lowest incomes are for employees of the manufacturing industry and the post office. Independent experts claim that in 2025 the majority of citizens of the Russian Federation will earn about 75,000 rubles.
Analysis of the average income of the population by region
The highest wages in the country, according to the latest statistics, are observed in two large Russian cities: Moscow and the northern capital, St. Petersburg.
In Russia, there has always been a large gap between the level of average wages in different regions. But in recent years, the gap between the indicators has widened even more.
This is primarily due to the economic crisis in the country, the unstable exchange rate of the national currency, as a result of which it sank heavily. As a result of these fluctuations, the income of Russian citizens who live in remote regions is decreasing.
Against this background, there is a high level of unemployment. And in order to somehow live, many people move from regions to large cities for further employment. The level of average salaries by regions of Russia in 2021 according to Rosstat data can be seen in the table below:

Will the salary of public sector employees increase from 2021
Since January 1, 2021, the Government of the Russian Federation has doubled the wages of state employees - medical personnel, teachers, court workers and the military.
