In September 2019, a single voting day was appointed in Russia and candidates for the elections were established. The answer to the question of when they will pass is common for variable campaigns of various levels and degrees of importance. The election date is September 8, 2019.

But who we choose and in which regions depends on the events that took place before June 8, 2019. After that date, important resignations and forced resignations will be replaced on a single voting day in 2020.

What is the Single Voting Day

If it is necessary to urgently replace persons in positions held by the results of the elections, in accordance with the current law of the Russian Federation, a Single Election Day is appointed.

For several election campaigns of different levels and degrees of importance, the time limit established by law is set at three months. Therefore, the list of exactly which vacant seats and in which regions of Russia will be played out in the election race and directly in the election process in September 2019 is already known.

Even if during the time elapsed from June 8, 2019 until September 8, the Single Election Day, some important events occur in Russia that require new elections (resignation of the next governor, untimely death of a deputy or resignation to obtain another public office)), they will not be resolved in September 2019. There will be other by-elections scheduled for them in 2020.

On September 8, 2019, the following natural ends of the three-month election campaign will take place in Russia:

  1. Additional elections to the State Duma of Russia of the 7th convocation (the term of office is from 2016 to 2021, dictated by the following circumstances: the death of State Duma deputy Alexander Korovnikov (in the Novgorod district) and Nikolai Kovalev, a deputy of the State Duma of the Russian Federation, elected from the Oryol district.
  2. Sergey Furgal, the people's elect from the Komsomolsk electoral district from the Liberal Democratic Party, in September 2018 became the winner of the elections for the post of governor of the Khabarovsk Territory. Sergei Bidonko, formerly the people's deputy from the Serov district, took up the duties of vice-governor of the Sverdlovsk region, in connection with which they resigned from their parliamentary powers.
  3. By-elections on September 8, 2019 should determine who will become a deputy of the State Duma of Russia from the Serov constituency of the Sverdlovsk region, Novgorod, Komsomolsk and Oryol single-mandate constituencies.

Governor's posts and heads of republics

On September 8, 2019, on the Single Election Day, direct elections for the governor's office will take place in Russia. The opposition press associates voluntary resignations in the governor's corps with the direct dictates of the federal authorities. In October 2018, after the voluntary resignation of the governors of the Kurgan, Kursk, Lipetsk regions, St. Petersburg, the Trans-Baikal Territory and the Republic of Bashkortostan, temporary acting heads of the regions are in positions.

Later, the same power perturbations affected the Astrakhan, Sakhalin, Volgograd, Vologda, Chelyabinsk, Murmansk and Orenburg regions, Stavropol Territory, Kalmykia, and the Altai Republic.

After the announcement of the list, which includes the governors who have resigned before the expiration of the appointed term, it becomes clear which regions are governed by interim. This means that new elections for the post of head and entry into the governor's corps will take place in 16 subjects of the federation.

Some heads of the constituent entities of the Russian Federation will be appointed by parliamentary vote; they are not included in the list of those whom we elect on the Single Election Day, September 8, 2919. These are the heads of the Kabardino-Balkarian Republic, the Republic of Ingushetia and the Republic of Crimea. According to the current legislation, direct elections of governors are not held in these territorial divisions. This process is entrusted to members of the local parliament.

Regional parliaments

Elections to regional parliaments will be held at the UIA on September 8, 2019 in 13 regions out of 85 that are part of the Russian Federation. The process will affect the government of Moscow and Sevastopol, the republics of Crimea, Altai, Karachay-Cherkessia, Kabardino-Balkaria, Mari El, Tatarstan and Tyva, Khabarovsk Territory, Bryansk, Volgograd and Tula regions.

City regional assemblies will undergo changes in the composition of the deputy corps in 22 two regional centers - Chita, Simferopol, Vladikavkaz, Blagoveshchensk, Khabarovsk, Elista, Yoshkar-Ola, Vladikavkaz and 14 more cities in Russia.
