In 2022, teachers in Russia will start calculating their salaries according to the new rules. The head of state instructed the Government to substantively develop the issue of wages in the social sphere. “The level of remuneration of education specialists must be worthy,” the President said.

Changes in teacher salaries

To date, at the legislative level, amendments to the Labor Code have already been adopted. The provisions of the law make it possible to introduce the calculation of remuneration for teachers according to uniform rules at the federal level. It remains to develop individual provisions and amend by-laws.

Throughout 2021, the Ministry of Education is to develop a new remuneration system. It is supposed to return to the tariff scale, which includes 18 categories, as it was before. Each region will introduce a single rate and differentiate salaries.

The work of teachers will be judged by the complexity of the duties, the level of qualifications and education. Compensation and incentive payments should be combined into a clearly worded list.

How is the calculation of salaries for teachers at this time

Regional officials delegate payroll authority to the organization. In some areas, regulatory payment systems are advisory in nature. And when calculating the size of the average salary in the country, all payments are taken into account.

Example. An elementary school teacher in the Ryazan region receives 34 thousand rubles, taking into account all allowances (length of service, qualifications, processing). And a specialist in Moscow - 114 tons. The qualifications, the hourly workload and the duties performed are completely the same.

The introduction of uniform requirements into the sectoral wage systems will allow to level wages.

At the beginning of 2021, in 80% of regions, the amount of payments for a teacher's salary turned out to be below the minimum wage. Salary (base rate) is payment for 18 hours according to the plan. This is the norm for the study load. Everything else is paid in the form of regional surcharges.

Teachers receive 5,000 rubles for classroom teaching. With the increase in the size of the minimum wage in 2021 to 12,792 rubles, the final figure for calculating the salaries of teachers has increased.

But until now, in order to receive a payment, which at least somehow you can live on, teachers are formally charged additional payments. This could be pool watch hours, work in a greenhouse on a school grounds, acting as a dispatcher, or working with a choir.

With the introduction of amendments to the Labor Code, no one will be paid less, as the deputies assure. The value of the subsistence minimum of each district will be taken into account. The new law was calculated only to increase the amounts, not to reduce them.

But equalizing salaries will not work either. In the northern regions, multiplying factors are used. Payments for harmful living conditions will not be canceled either. A separate standard is being developed for calculating the salaries of teachers.

New rules for calculating salaries for teachers in 2022 in Russia

What will the salary for teachers look like according to the new rules in percentage:

• The salary will be 70% of the total accrual, this is the minimum figure. The maximum salary can reach 140%.
• The premium is not less than 5%.
• Continuous work experience - 10% -30%.
• Financial assistance - 30% of the salary.

Bottom line: the total surcharge, including bonuses for an academic degree and title, for harmfulness, overtime, can vary from 60 to 120%.

In March 2021, the Ministry of Education submitted to the Government the provisions of the new teacher salary system. The points of the program were:

• The same size of official salaries for all institutions in the region.
• Introduction of 4 qualification levels. The size of the base rate will differ depending on the complexity of the job.
• Regions, at their discretion, can introduce their own surcharges.
• Compensation and incentive payments are subject to a clear list.
• Teacher payments will remain the same if the salary is lower when recalculated.

The introduction of new provisions will make the payment system more transparent for reports and understandable when calculating.

Raising salaries for teachers in 2021-2022

It was planned to increase the salary of state employees:

• in 2021 by 6.1%;
• in 2022 by 6.5%.

According to the latest news this year, indexation took place in February, which made it possible to increase payments by 6, 8%. Next year, the size of indexation should not be lower. The changes will affect all state employees, including teachers.

When calculating salaries according to the new rules, payments to teachers should be at least 200% of the average for the region. This will also increase the size of wages.

Therefore, the introduction of a new payroll system for all state employees is planned in stages in 2022-2025. When exactly this will happen for teachers, there is no information yet. The 2021 budget is tense. Perhaps it will be possible to amend it for payments to teachers in 2022.
