Conditions for the provision of state aid

During a meeting with members of the Government on April 15, Vladimir Putin noted that, in addition to everything else, small and medium-sized enterprises will receive state support in the form of financial assistance free of charge. Funds must ensure the implementation of current tasks, including the remuneration of employees.

The main condition for obtaining financial support is to retain the staff of at least 90% as of April 1, 2020. Applications will be accepted from May 1 and throughout the month, while the document can be drawn up remotely.

The funds will begin to flow to the accounts of companies from May 18. Thus, employees will be able to receive payments for May in June.

Why charges will be made only in the second half of May is understandable. The authorities are awaiting reporting in order to issue funds to those companies that really need government assistance:

  1. The funds are provided as additional financial assistance and do not replace other compensation payments provided earlier.
  2. The company / enterprise will receive cash at the rate of 12,130 rubles for each employee within two months.
  3. Registration and calculation of payments are scheduled for May, but the amount is calculated from April 1. How and by whom the procedure will be carried out, as well as where to apply for calculating payments, has not yet been reported.
  4. Financial assistance will go to the bank account of the enterprise only if the number of staff remains at least 90%.
  5. The amount of transfers for each company will be calculated individually, depending on the number of employees.

At the same time, the head of state noted that the process of paperwork should begin no later than May 1, and the procedure itself should be simplified as much as possible, making it understandable for businessmen.

Is it a lot or a little

Many entrepreneurs are confused by the size of financial assistance - according to the head of state, its amount will be determined by the number of employees at the rate of 12,130 rubles per person per month (this is one minimum wage). According to Rosstat, the average salary in the country is about 43 thousand rubles. This means that the amount of payment of 12,130 rubles will be less than 30% of the indicated amount.

What companies belong to medium and small businesses

The main criteria by which the ownership of the company is determined, according to Art. 4 FZ No. 209 dated July 24, 2007, the following:

  • the annual income of a private enterprise does not exceed 2 billion rubles;
  • number of employees - up to 250 people;
  • the company's activities are carried out without the participation of the state.

Who will receive help from the state

Payments per employee of 12,130 rubles will be received by enterprises belonging to the category of industries most affected by the pandemic (in accordance with the Decree of the Government of the Russian Federation No. 434 dated 2020-03-04):

  • hospitality and tourism;
  • catering;
  • companies operating in the field of entertainment and leisure, physical education and sports;
  • air carriers;
  • working in the field of providing personal services, additional education, organizing exhibitions and conferences.

On Saturday, April 18, 2020, the head of the Cabinet of Ministers Mikhail Mishustin approved the list of industries affected by the coronavirus in its new version. The section "Organization of leisure, culture and entertainment" was supplemented with zoos and museums. The list also includes enterprises in the field of retail trade in non-food products.

It is expected that compensation in the amount of 1 minimum wage, that is, 12 130 rubles, will be received by self-employed citizens and individual entrepreneurs, where there are no employees (except for the owner himself). But there is no official confirmation of this yet, as well as the authorized body to which one can apply has not been determined.

Preferential loan for payment of wages

The head of state is also concerned about the state of affairs in the field of lending to private enterprises. “It is difficult to get a loan, banks are reluctant to meet borrowers halfway,” the president complained. "Entrepreneurs who have applied for a soft loan to pay wages to employees are being refused, and, accordingly, I cannot provide them in full."

In this regard, it was decided to secure at least 75% of such obligations with guarantees from Vnesheconombank, which will lead to a significant reduction in risks for commercial credit institutions. It is expected that such loans will now become available to all SMEs in the affected industries.
