After from June 23, parents of children aged 0 to 16 years, by decree of the President of the Russian Federation, began to receive benefits for the second time within the framework of state support, many are wondering whether there will be one-time payments to children from 16 to 18 years old in connection with the coronavirus.

Federal Assistance Program for the COVID-19 Epidemic

In May of this year, V. V. Putin signed a decree on one-time measures to support Russian families in the context of an epidemic, under which parents with dependents aged 0-16 can receive a one-time payment of 10 thousand rubles. In June, this category of citizens received a second payment in the same amount.

Families with teenagers aged 16-18 did not fall into the privileged category and did not receive a lump sum, although they also suffered from the announced self-isolation regime, having lost their permanent sources of income.

Tens of thousands of Russian citizens have signed a petition on the Internet, in which they ask whether there will be government payments for children aged 16 to 18 in connection with the coronavirus. Meanwhile, within the framework of the state program to support Russian families with children in the context of the economic crisis caused by the coronavirus pandemic, there are a number of measures that this category of the population also falls under, but in a limited form.

Today, there are no targeted payments for such a category of citizens, but there are a number of other economic support measures that families with children of this age can receive from the federal and regional budgets.

Governmental support

Within the framework of the state program of economic support for Russians in conditions of coronavirus, a payment of 3 thousand rubles is provided. for citizens with children under the age of 18 who have lost their jobs due to the epidemic. It can be obtained in 3 months during the period of high alert in Russia:

  • April;
  • May;
  • June.

The government of the Russian Federation adopted a resolution on June 10, 2020, according to which the regime of lump sum payments to this category of citizens is extended for another two months: for July and August.

To receive this state benefit, you must register for unemployment at the Employment Center in April, May or June. If there are two children in the family between the ages of 16 and 17, citizens who have lost their jobs will receive not only unemployment benefits, but also a payment of 3 thousand rubles. for each child until August of the current year.

The payment is only given to one parent, even if both spouses have lost their jobs due to COVID-19. Only those who lost their employment due to the self-isolation regime receive payments.

For unemployed people registered before the outbreak, such payments did not apply until June 10, 2020. After a large number of inquiries from Russian citizens appeared in the media and on the Web, in which they persistently asked whether there would be payments to children from 16 to 18 years old in connection with the coronavirus, the authorities decided to expand the circle of unemployed people with children of this age who could also receive financial support from the state.

Resolution of the Government of the Russian Federation No. 844 of June 10, 2020 introduced a payment of 3 thousand rubles. for all registered unemployed people who have children of this age in their care.

Regional payments

In all Russian regions, local authorities provide support to families with children in accordance with Article 16 of the Federal Law No. 81 of May 19, 1995. The law stipulates that the amount of support and the conditions on which it is provided are determined by the regional authorities independently.

According to the existing law-making practice, regional legislative assemblies can provide social support to families with children until the child turns 16 or 18 years old. In addition, the eligibility criteria in different regions of the Russian Federation may differ significantly, the frequency of payments may also be different.

The above federal law provides that such benefits should be paid at least once every 3 months. Parents who are interested in the question of whether there will be payments for children from 16 to 18 years old in connection with the coronavirus from the state should contact the regional social services.

So far, in most regions, only benefits are paid for children under the age of 18 under certain conditions, without reference to the coronavirus. Only those parents who are not deprived of parental rights, who do not pay alimony, and who are not fired from work due to violation of labor discipline receive such assistance from the regional budget.

All regions have the opportunity to introduce at the legislative level new types of social support for the population, but so far work in this direction has been done only in the Republic of Crimea. Here, recently, the regional government has provided for a one-time payment of 10 thousand rubles. for all children between the ages of 16 and 18.

To receive such a payment, which is issued in Crimea from June 15, you must meet the following conditions:

  • have Russian citizenship (parents and child);
  • a teenager for whom a one-time payment is provided must be born in the period from 2002-01-01 to 2004-10-05;
  • parents and the minor himself must officially reside on the territory of the peninsula;
  • the child must study in any of the general educational institutions of the republic.

According to Rosstat, in the Russian Federation, the total number of adolescents aged 16 to 18 years was 2.9 million people at the beginning of January 2020. This is the number of children that was outside the scope of state aid in the context of the coronavirus.

In addition to Crimea, the Tver region has started talking about a one-time regional payment for this category of children. The head of the region, Igor Rudenya, said that the region will have a one-time payment to parents with children of this age. Its size will be 5 thousand rubles. for large families and 3 thousand rubles. for everyone else.

Such amounts are provided for one-time assistance to every teenager in the region aged 16 to 18 years. According to statistics, about 25 thousand children of this category live in the Tver region, who will receive one-time assistance from the regional budget. In general, the amount of such payments in the Tver region will amount to 86 million rubles.

In other Russian regions, it has not yet been officially announced that one-time payments will be made for children of this age. Perhaps, in the context of the prospect of the second wave of COVID-19, the state program of assistance to families with children will develop.

For those who are interested in whether there will be payments for children from 16 to 18 years old in connection with the coronavirus, you can follow the news. Perhaps there will be regional one-time additional payments, or in the face of a new outbreak of infection in the Russian Federation, the government will expand the package of measures to provide assistance to families with children.
