According to the Kommersant newspaper, payments to doctors for coronavirus will continue in 2021. Their accrual will be made according to the new rules, which imply payment for the hours actually spent in contact with patients with COVID-19.

The procedure for calculating additional payments

The Government of the Russian Federation made a decision to continue federal payments to all doctors who work in direct contact with patients with coronavirus until the end of 2021. According to the Minister of Finance Anton Siluanov, the necessary amount of funds is provided for these purposes in the Reserve Fund.

According to the source of the publication, payments will be transferred to the federal level, while the procedure for administering them will change while maintaining the same size.

So, if in the current year the redistribution of funds is carried out by transferring from the federal budget to the MHIF (Mandatory Health Insurance Fund), from where the money goes to the regions, then from 2021 direct financing from the treasury of extra-budgetary funds - FSS (Social Insurance Fund), FFOMS or FIU.

Payments for work with covid patients

Now medical workers receive compensation depending on their position (in rubles):

  • doctors - 80 thousand;
  • mid-level personnel - 50 thousand;
  • junior staff - 25 thousand

Earlier, employees of medical institutions asked for a revision of the mechanism for calculating incentive payments: not by the end of the month, but specifically taking into account the worked shifts (hours).

From November 1 of this year, payments to doctors for coronavirus are made in accordance with the presented tariffication, which will be valid in 2021.

600 rubles per standard shift will receive:

  • junior employees who, in the process of performing their job duties, contact patients with an established diagnosis of COVID-19, but do not participate in diagnostic and treatment activities;
  • junior medical staff providing first aid on an outpatient basis;
  • dispatchers (paramedics, nurses) of ambulance stations, receiving and transmitting calls to mobile teams.

To receive a compensation payment in the amount of 1 215 rubles per shift can be counted on:

  • junior medical staff providing specialized medical care in a medical institution;
  • junior medical staff working in pathological institutions and hospital departments carrying out (conducting) pathological studies associated with the new virus;
  • mid-level employees who, in the course of performing their duties, come into contact with persons who have a positive reaction to COVID-19, but do not take part in the treatment and diagnosis;
  • nursing staff involved in the provision of emergency medical care;
  • mid-level medical personnel providing first aid outside the hospital;
  • emergency drivers, including those employed by companies that provide transportation and evacuation services for covid patients;
  • medical aviation personnel, as well as crew members of other organizations providing services for the transportation of covid patients.

Payment for the change of junior medical staff, providing emergency medical care and the functionality of mobile ambulance teams, will increase by 950 rubles.

An additional payment in the amount of 2,430 rubles is due to the following categories of doctors:

  • nursing staff working in pathological institutions and hospital departments where pathological studies related to covid are carried out;
  • nursing staff involved in the provision of specialized care in a medical facility, as well as involved in the provision of emergency medical care;
  • doctors and other employees of medical institutions who have other (not medical) higher education and provide primary medical care on an outpatient basis.

Compensation in the amount of 3,880 rubles per shift will be received by:

  • doctors and other employees of medical institutions who have other (not medical) higher education and work in pathological institutions, as well as in hospital departments where pathological studies related to a new infection are carried out;
  • doctors and other employees of medical institutions with other (not medical) higher education and treating covid patients in a hospital setting.

Terms of payment

The government decree also established the timing of payments.

So, money for actually worked shifts must be credited to the employee's bank card no later than 7 days from the moment the medical institution submits the corresponding register to the FSS body at the location of the clinic. In turn, the medical organization is obliged to provide the register no later than the 10th working day of the month following the billing period.

In case of violation of the rules (change in the timing of payment or refusal to accrue it), the employee has the right to contact the territorial body of the FSS in person, through the portal of public services or the Internet resource of the insurance company.

Outcomes

According to the decree of the government of the Russian Federation, the duration of the program to stimulate medical workers will be extended until the end of 2021.

From January 1, 2021, the procedure for administering additional payments will be changed while maintaining their volume.

The amount of compensation is determined depending on the position held and the duties performed.
