In May 2020, Russian President Vladimir Putin signed a decree on additional payments to doctors, medical workers, and ambulance drivers who have direct contact with patients with COVID-19. What payments are due to medical workers

In total, there are 4 types of compensation for medical workers who expose themselves to daily risks:

1. Incentive payments for work in an epidemic and additional workload. They are intended for doctors working with people diagnosed with COVID-19 or suspected of having an infection. The procedure for assigning compensation, as well as its amount, are governed by the rules approved by the Decree of the Government of the Russian Federation No. 415 dated 02.04.2020.
2. Incentive payments for the performance of especially important types of work are governed by the rules approved by the Decree of the Government of Russia No. 484 of 12.04.2020. Employees of medical institutions who were directly involved in the treatment of patients with coronavirus and who provided them with other types of assistance can count on receiving additional compensation.
3. Incentive payments, which are set at the level of the constituent entities of the Federation. Their size and procedure for their appointment are regulated by regional legal acts.
4. A one-time insurance payment established by the Decree of the President of the Russian Federation No. 313 of 2020-06-05. Compensation is provided to certain categories of workers, the list of which is given in the document.

The latter type of government assistance is intended only for medical personnel working with people who have been diagnosed with COVID-19 in a laboratory, or those who have been hospitalized with suspected infection. The list of persons who are entitled to this type of compensation is determined by government acts of the Russian Federation:

• doctors;
• medical staff of middle and junior level;
• ambulance drivers.

Conditions for assigning a lump sum

The main condition for the provision of state aid is the confirmed fact of infection with coronavirus at work while performing work duties. In other words: if doctors, as well as ambulance drivers, became infected from relatives or outside of working hours when visiting public places (city transport, entrances, etc.), they are not entitled to a one-time compensation.

As explained in the Ministry of Health of Russia, the decision on the appointment of the payment is made after the investigation of the case of infection and cannot be limited by the position and specialization of the physician. In addition, financial support should be provided regardless of the degree of guilt of the employer or the employee of the medical institution in the occurrence of the insured event.

The diagnosis is confirmed by laboratory tests. It could be a method of detecting the RNA of a virus or detecting antibodies when the investigation began after recovery.

How an insured event is investigated

After an employee has been diagnosed with a coronavirus infection, the administration of the medical institution must immediately notify the employer and the management of the FSS about the registered case of the disease. After receiving the notification, the employer creates a medical commission to investigate the insured event.

Then, based on the results of the investigation, a document is drawn up, which, among other information, indicates the method of receiving payment chosen by the employee. The certificate is sent to the insurance company (FSS).

Upon receipt of this document, the Social Insurance Fund draws up the documentation for the payment and calculates the funds that will be received by the insured person on the same or the next day.

The amount of insurance payment in case of infection at work

The amount of one-time compensation is determined by the severity of the disease, as well as the consequences resulting from infection with COVID-19:

1. If the recovered physician is injured in the form of complications that led to temporary disability, but did not entail disability, the amount of payment will be 68,811 rubles.
2. In case of receiving a disability of the III group after an illness, doctors are entitled to compensation in the amount of 688, 113 rubles.
3. If the consequences of coronavirus infection have led to disability group II, the insurance company transfers 1,376,226 rubles to the employee.
4. In the event of severe damage to the body resulting from an illness and leading to disability group I, a payment is made in the amount of 2,064,339 rubles.
5. If the infection with COVID-19 entailed the death of the insured person, the relatives of the deceased are entitled to compensation in the amount of 2,752,452 rubles.

Any kind of assistance is subject to immediate payment after the fact. At the same time, it is absolutely not important in which region the physician contracted the coronavirus, and whether quarantine is in effect on the territory of the subject. The main thing is that the fact of infection at work is documented.
