The date of the founding of the city of Rostov-on-Don is considered December 15, 1749, when, by order of Empress Elizabeth Petrovna, Temernitskaya customs was founded in the southern territories of the country, which turned into the Russian city of Rostov in just over 50 years.

The date of the City Day is associated with the main city relic - the banner of Rostov-on-Don, which the residents of the city presented to the City Duma on September 20, 1864. Since then, festive commemorative events have been held on this day every year. The banner, which is made in a single copy, is considered a local shrine and is kept in the City Duma of Rostov-on-Don.

The tradition of annually celebrating this memorable date was interrupted after 1917. Only in 1949, the newly rebuilt city, almost completely rebuilt from the ruins after the Great Patriotic War, solemnly celebrated its 200th anniversary.

Since 1997, City Day has been celebrated again as an important memorable date, and the third Sunday in September was chosen for the festive events.
