In the late spring of this year, a law was adopted that introduces significant amendments to modern pension legislation, on the basis of which the registration and recalculation of pension payments will be carried out in a new way for a number of categories of citizens. In this regard, many are interested in whether there will be a seniority bonus for municipal employees in 2022.
Change in minimum wages in 2022
From January 1, in all Russian regions, a new minimum wage will be introduced, on which the calculation of all social payments depends:
- sick leave;
- disability benefits;
- old age pensions;
- child payments;
- maternity.
The wages of various categories of workers, including municipal employees, also depend on the size of the minimum wage.
According to the current labor legislation, employers use two types of minimum wages - federal and regional, depending on the status of the organization. If the regional minimum wage exceeds the federal one, which is established by the State Duma, then the salary next year will be calculated according to it. If the regional minimum wage is lower than the federal one, salary indexation must be carried out in accordance with federal regulations.
In connection with the increase in the size of the minimum wage, many Russians who worked in municipalities are interested in whether the bonus for the length of service for municipal employees will be increased in 2022.
Existing laws on the calculation of additional payments to municipal employees
According to the articles of the current pension legislation regulating supplements for various categories of pensioners, municipal employees are also entitled to receive a monthly supplement to their pension payments.
The bonus is due only to those employees of municipalities who have worked in these local authorities for at least 15 years.
The law states that you can receive additional payments only if there is a legal basis for this and when certain conditions arise. Among them:
- reduction of the staff of the municipal body or in case of its complete liquidation;
- reaching the retirement age of a municipal employee, provided by law for the retirement of this category of employees;
- dismissal from a position created to fulfill the powers of representatives of municipal authorities and fill a municipal position, due to the termination of the powers of a person who is in such managerial work;
- dismissal from municipal work due to a health condition that does not allow to fully fulfill their duties;
- the employee's retirement and dismissal from the municipality of his own free will.
For 17, 5 years of service, a municipal employee receives an additional payment of 50% of the average salary in the municipality, from which social taxes are deducted. For each additional year of service, the law is entitled to a 3% surcharge to the stipulated surcharge.
When calculating the surcharge, the regional coefficient is taken into account, which remains if a retired municipal employee decides to move to another region with favorable climatic conditions.
The seniority bonus for municipal employees in 2022, as before, is paid from the regional budget and in the form of state monthly seniority payments.
It should be borne in mind that the retirement age for this category of workers, taking into account the pension reform, is 57 years for women and 62 years for men. Civil and municipal employees became the first categories of labor groups of citizens for whom the increase in the retirement age officially began in 2017.
What pension payments are due to municipal employees in the Russian Federation
According to Federal Law No. 400 of December 28, 2013, municipal employees simultaneously receive several monthly payments from the federal pension fund upon retirement:
- insurance pension;
- funded pension.
In addition, they can be assigned a disability pension, like all Russians. To obtain it, no work experience and length of service are required. According to the law, municipal employees are entitled to state pensions with a length of service of 17, 5 years or more to such or to an insurance pension.
Additional payments to state pensions for municipal employees are paid from regional budgets, depending on the position held by the pensioner at the time of employment.

It is not yet known whether a seniority bonus is planned for municipal employees in 2022. According to the law, the amount of the pension of a municipal employee must not be less than 75% of the salary that he received in the last place of his work. The grounds for receiving pension payments and supplements to the pension of municipal workers are determined by regional legislation.
According to the laws in force, the procedure and conditions for the payment of pension accruals to the employees of the municipality are regulated by a special legal act of the particular municipality in which the pensioner previously served.
The size of the federal minimum wage, which will be calculated according to the new method, will amount to 13,617 rubles. In this regard, in many constituent entities of the Russian Federation, the indexation of the minimum wage will take place from January 1 of next year. The latest news did not say whether there will be a recalculation of wages in municipalities. The size of the pension of municipal workers depends on its size.

Indexation rules for monthly pensions and additional payments to municipal employees
The indexation of pension payments to retired municipal employees is carried out taking into account the current salary in their last position, which they held during the service. If the local budget allows an indexation of the salaries of municipal workers, their pensions will be recalculated based on the current salary.
In some cases, the size of pensions may decrease due to the fact that the size of the official salary, which was used to calculate the pension payment to municipal employees, is reduced. In any case, the salaries of employees of local self-government bodies, equated in their status to civil servants, are higher than the minimum wage even in poor Russian regions.
An increase in additional payments to pensions next year is not planned for most categories of such pensioners. An exception may be municipal pensioners with disabilities and a short period of service, which does not allow them to count on increased additional payments to the basic pension.
