People with disabilities experience difficulties with physical, social, and material limitations, which make it impossible to carry out their full development in the life of society. Psychologists claim that they are the most unfortunate citizens of the Earth and do not have the same wide access to the elementary spheres of life.

According to the Federal Register of Disabled People, as of October 1, 2021, there are 12.97 million disabled people in the Russian Federation, including 679.9 thousand disabled children.

The tasks for which this holiday was proclaimed are to ensure full and equal observance of guarantees of respect for a person and the inclusion of persons with disabilities in the life of society.

Therefore, the celebration of the International Day of Persons with Disabilities on December 3 is aimed at drawing attention to the problems of persons with disabilities, protecting their dignity, rights and well-being. And also to draw public attention to the benefits that it receives from the participation of persons with disabilities in political, social, economic and cultural life.
