In 2020, the Government announced several types of payments for families with children. Those who have received a new benefit are wondering whether it is necessary to reapply for payment from 3 to 7 years in 2021.
What is this manual
In June 2020, the Government of the country decided to introduce a new allowance for children. One of the parents has the right to receive the payment for each child between the ages of 3 and 7, inclusive, if the total income of all family members does not exceed the subsistence level.
Thus, for example, if the PM in your region is 10,200 rubles, and your income does not exceed it, then a monthly payment of half of this amount is required, that is, 5100 rubles.
The corresponding resolution # 384 was adopted at the end of March of the past year, but payments were made since January of the same year. Hence, there are some discrepancies among the parents about the timing of the extension. Their permission can be found both in the aforementioned resolution and in Presidential Decree No. 199 "On Additional Measures …" dated the first spring month of 2020.

- The basis for payment is the submitted application, the rest of the information is received by the supervisory authorities. PM is determined by the second quarter of the previous year. The deadline for circulation is set on the last day of 2021.
- Re-appointment is also carried out after the child's parents file a new application. It is submitted one year after the date of the first application.
- The deadline for the appointment of a new allowance for a year is the submission of the next application document. You need to focus not on the date of appointment and not on the day of the adoption of the regulatory decree, but on the filing of an application.
- When it is considered, it is checked whether the appointment of half of the subsistence allowance in the final version of the whole subsistence minimum provided each member of the family.
The answer to the question whether it is necessary to reapply for payment from 3 to 7 years in 2021 is unequivocally positive. It is submitted annually, but the period when it needs to be done is determined individually. This is the next day, one year after the previous one was submitted. Some official websites provide a procedure for calculating income.
What is needed for registration
Important conditions for obtaining:
- Russian citizenship of the child and one of the parents;
- the baby is 3 years old, but not earlier than January last year;
- for each family member at the time of application, the monthly income does not exceed the regional subsistence level.
Some changes were introduced in 2021:
- if no more than six months have passed since the child turns three, the money, subject to the other requirements, will be paid from the day of birth;
- if this date is overdue, the payment is assigned from the moment the parents apply to the supervisory authorities;
- the main criterion for determining the compliance of income with legislative requirements is now not the second quarter of the past year, but the level of the current one;
- the portal of the State Service has posted a special calculator for calculating income; it is enough to enter the necessary numbers to find out how real the claims for benefits are.
The payment is set for 12 months, so the deadline for submitting a new application is exactly one year after the previous one was submitted. You need to look not at the date of acceptance of the decree or presidential decree, but on the day of issuing the actual application document. Therefore, you need to reapply for payment from 3 to 7 years in 2021.
Changes in the purpose of the new benefit
Nothing has changed in the order of appointment. If the baby is 3 years old in 2021, the application is submitted no later than six months after this significant event.
The rest of the parents can roll over the payments by issuing a new document 12 months after they submitted the first one, last year. As in the previous case, all information not indicated in the list does not need to be confirmed by certificates or extracts. They are checked by supervisory authorities through interdepartmental interaction.
If the income for each family member still does not reach the regional subsistence allowance, payments are extended for another 12 months. Then you will need to write the application again. There will be no automatic renewal, as the level of income could have changed for the better during this period.
The Ministry of Labor has prepared a project according to which the Decree, previously signed by the President, will be amended from January 1, 2021:
- Three-step system of gradual increase in income of low-income families: studies have shown that in some cases, half of the subsistence allowance in the region did not increase family income to the level of the subsistence level for each member.
- Therefore, in some cases, 75 or 100% will be assigned. This will be carried out from January 1 of the current year, but with some reservations - for example, taking into account property, additional square meters and others.
- Until the changes are published, it is difficult to judge the assignment algorithm. But it is known that it is possible to apply for it from the moment of turning 3 years old, and if there are several preschoolers in the family, the likelihood of receiving an increased benefit increases.
A personal visit to the supervisory authority is not required to submit an application. It is enough to issue it electronically on the State Service website or transfer it to the MFC. You can bring it personally to the nearest department of social protection, but in the current difficult epidemiological situation, it is better to use the online opportunity.
Outcomes
The allowance for children from 3 to 7 years old, appointed by the decree of the Government for low-income families, continues to operate this year:
- The reason for the appointment is a low income for each family member and the presence of a child of the required age.
- The application for renewal is submitted one year after the first grant was awarded.
