Reasons for making changes to the final state certification of secondary school

In 2014, the All-Russian Popular Front forum was held in Penza, where the president of the country was present. The problems of education were discussed. It was at the forum that the idea of revising the approaches to state certification of the assessment of students' knowledge in the context of its obligation was voiced.

The idea interested V. Putin and the head of the education supervision department. The coronavirus "updated" this topic - in 2020, the OGE and the Unified State Exam were canceled for admission to universities. Young people received their certificates after the 9th and 11th grades without passing exams.

Applicants entered colleges, technical schools, higher educational institutions on the basis of the average score of the certificate. A forced experiment showed that this approach did not affect the qualitative composition of future students.

Social, statistical analysis demonstrates that simplifying grading will optimize the learning process. Significant funds are released that can be directed to other targeted general education programs.

For example, budget money can be redistributed for the development of Internet technologies within the framework of the Digital Educational Environment project. It is supposed to focus on the expansion of distance learning.

In the context of a reduction in the number of budget-funded places, the number of young people who will not be able to enter commercial universities due to lack of funds has increased. About 70% of graduates of higher educational institutions do not work in the profile, according to the received diploma. A bill (No. 977612-7) has been submitted to the State Duma of Russia, which radically changes the approach to final certification in general secondary school subjects. Subject to the adoption of the law, the decision to pass the OGE after grade 9, USE after 11 will be made on a voluntary basis.

The bill is at the stage of approval, discussion with the ministry. Various options for final state exams are being considered. Whether there will be an OGE in 2021, whether it is necessary to take the exam when entering a university, it will finally become known after the consideration and adoption of the law.

The main changes in the final attestation under the draft law No. 977612-7 from the "Fair Russia" party:

1. Regardless of the decision to pass the exam, all graduates of the 9th and 11th grades will receive a certificate.
2. If a ninth grader has decided to continue his studies in grades 10-11, he must pass the OGE.
3. In vocational schools, colleges, technical schools, you can enter according to the average score of the certificate.
4. Graduates wishing to enter higher educational institutions must pass the exam, the rest may not pass the exam.
5. The issue of replacing the Unified State Exam in schools with the State Final Exam (GEE) is being discussed.

The exam program of the OGE in 2021 will include compulsory subjects, additional ones are taken to choose from. Changes have been made to the certification programs. GVE should include:

• writing;
• test in mathematics (for grades 10-11).

If the law on the GVE is adopted, the USE will be taken only by university entrants.

The demo version of attestation involves changes in a number of subjects. Previous versions of examination materials remain in computer science, geography, and Russian.

The adaptation version of the examination program is aimed at the following areas:

• improvement, development of the abilities of graduates;
• the ability to combine theory with practice;
• the ability to quickly find, highlight, analyze the necessary information;
• build logical chains;
• give convincing arguments.

OGE in 2021 - changes in specific subjects:

1. Literature. The numbering changes, the total number of tasks increases to 5. The complexity increases in order to analyze the literary text more deeply. The graduate chooses it himself.
2. Foreign language. The listening section (listening comprehension of a foreign language) consists of 11 parts. Graduates must give short answers to text files. As an assignment for writing skills, it is suggested to introduce an exchange of emails. The changes are aimed at acquiring practical skills in a foreign language.
3. History. The number of tasks has increased (from 21 to 24). The test is aimed at assessing knowledge of world, foreign history.
4. Social studies. 5 sections have been added to the examination materials, to which the examinee must give detailed answers. Tasks with a short answer decreased by 1 point.
5. Biology. The number of CMMs decreased by 1 point (from 30 to 29).
6. Physics. There are fewer tasks with an unambiguous answer, options with a multi-valued, detailed interpretation have expanded. Changes were made to CMM No. 17, 21, 22 (work on experimental equipment). Corrections have been made in the section on indirect measurements with linking their dependence to physical quantities.
7. Maths. There are fewer tasks, items 8 (numerical expressions) and 13 (algebraic formations) are combined. Clause No. 12 became No. 14. The ability to apply knowledge about sequences, progressions in a practical plane is tested.
8. Chemistry. Corrections are made to the methods of answers in paragraphs 2; 3; 5; eight; 16; 4.

The proposed changes in the OGE are listed. The demo version is presented for general discussion by the Institute of Pedagogical Measurements, it can be corrected. The final decision to change the examination certification will be made at the legislative level in the Duma (project No. 977612-7) after debate and discussion.
