What changed:

  3. Cars over 10 years old should be checked for faults annually.

Annual technical inspection is a mandatory procedure for vehicles that are not more than five years old. Vehicles that "have crossed this age mark" are required to undergo maintenance twice a year. Inspection procedure

According to the new rules, maintenance operators are required to record the process of its passage in a photo. The photographs must clearly show the license plate of the car, as well as the color and brand. Cameras must record the entry and exit of the vehicle from the maintenance point.

In addition, time and coordinates (geolocation) must be indicated on them, which will allow the regulatory authorities to make sure that a particular car is in this particular car service at the time indicated in the pictures. Enhanced qualified electronic signature will help protect photos from counterfeiting.

According to the new law, the diagnostic card will be electronic, with the corresponding signature of the operator who inspected the car. It will be possible to get it only after passing MOT.

Verification data (positive or negative) will be stored in a special database for five years. If desired, the driver can be given a hard copy in a printed form. But the SDA does not say anything about the driver's obligation to present it for inspection in the event of a vehicle stopping by traffic police officers.

Only the station operator is responsible for checking passenger cars. If during the diagnostics a malfunction is found that prohibits operation, the driver will be given 20 calendar days to fix it. During this period, he must come to the same operator. He will no longer check the entire car, but only a previously detected breakdown.

Before going through MOT at the corresponding station, you should carefully read the complete list of all faults (it is published in the Basic Appendices to the Traffic Regulations), which will allow you to find out whether the car will pass the inspection or not.

Penalties for lack of technical inspection

If the car owner is stopped by the traffic police, and they establish the fact that there is no diagnostic card, or it turns out that the document was purchased via the Internet, the motorist will have to fork out for a fine of 2,000 rubles.

Also, the violation can be recorded by photo and video cameras tracking the car by its registration number. In this case, the fine can come no more than once a day. Consequently, the longer a person drives without an appropriate document, the more fines he will collect.

At the moment, cameras are not recording this violation. Therefore, there will be no penalties. The law will come into effect on March 1, 2021, and not from August 2020, as previously planned.

Fines for service station employees in case of violation of the law

According to the latest news regarding changes in the technical inspection system in 2021, operators of service stations and employees of insurance companies will be responsible for issuing a diagnostic card without actually performing an inspection.

For violation of the law, they will be issued a fine in the amount of 5,000 to 30,000 rubles. The final amount assigned by the court depends on whether one person or a group of persons was involved in the commission of the offense.

According to Article 171 of the Criminal Code of the Russian Federation "Illegal Business", firms that have launched activities to issue diagnostic cards and conduct a technical inspection, but do not have official accreditation, will be criminally liable.

There is still no exact information regarding the cost of passing a technical inspection in 2021. Most likely, the data will appear by the end of March, when the new rules will take effect in practice.

Amendments to the law on OSAGO

If the driver became the culprit of a road traffic accident through his own fault, and at the time of the incident the term of his diagnostic card has expired, the insurance company pays the damage to the victim, calculating the amount from the culprit.

The peculiarity is that regression is possible in two cases:

  1. If the driver intentionally, without a valid reason, did not pass the inspection on time and, accordingly, he does not have a diagnostic card.
  2. If the driver has passed the MOT procedure in good faith, but the card has been canceled. For example, due to the fact that the inspection point at which the inspection took place was deprived of the license.

In the latter case, the amendments do not say anything about the fact that the driver should be informed about the revocation of the license from the company. The authors of the law did not foresee this moment. Consequently, the contract itself does not terminate, which means that the insurer has no right to terminate it.
