The basis for the innovations was the events that took place on the eve of Eurovision 2017, when there was a scandal due to the ban of the Ukrainian authorities (the competition was held in Kiev) from the entry of the participant from Russia.

The organizers have introduced three new rules to the main regulations:

1. It is forbidden to send to the competition delegates and participants who have restrictions on entry into the country where the competition is held.
2. The jury may not include persons who have their own interests in relation to this or that participant, as well as connected with the contestants in any other way.

The changes also affected the preparation schedule for the song show. The right to organize a vocal competition may be transferred by the European Broadcasting Union (EBU) to another local broadcaster in the event of a delay.
