No matter how many jokes about mother-in-law were born, and how many curses fell on the head of the mother-in-law, if all families lived separately! But, alas, the harsh and incorruptible statistics stubbornly talk about: more than half of newlyweds in Russia are forced to live with their parents, and because of the conflict of generations, families break up without having lived a year. In addition, living in cramped circumstances, young people postpone the birth of a child until later. As a result, the housing issue was on the way to a happy future.

In unison with the inhabitants of Through the Looking Glass, I want to exclaim: "The Government! Where the Government is looking!"

And, just imagine, the government has paid attention to the problems of housing for young families.

Back in 1997, a program was launched to provide gratuitous subsidies (funds that do not require return) for the construction and purchase of housing for young families in which the husband and wife have not yet turned 30 years old. Under this program, for 30 percent of the investment value, that is, at state prices, you can get an apartment in ownership.

In August 2002, the Government approved the Subprogramme "Provision of Housing for Young Families", which is part of the federal target program "Housing" for 2002-2010.

Now this program is being implemented in 31 regions of Russia.

First group. Young families on the waiting list and those who live in dilapidated and dilapidated houses.

Second group. Families with less than 18 square meters per person.

Third group. Families where the social norm (18 meters per person) is met, but the young live with their parents, siblings, grandparents, but would like to live separately. They, according to the idea of the authorities, are potential members of building cooperatives and savings and loan banks, it is only necessary to slightly push them to this. For example, to give a young family a preferential loan that covers half of the cost of an apartment, well, let's say, $ 15-20 thousand. They will pay the other half themselves. And as soon as the house is leased, the apartment becomes their property - with the simultaneous registration of it as a pledge. The borrowed 50 percent of the cost will have to be paid within the next 3-5 years.

Those on the waiting list will build apartments at the expense of the city or will receive gratuitous subsidies for the construction or purchase of housing. To do this, the waiting list for housing needs to get up in one more queue - for a subsidy. The size of the subsidy can cover from 5 to 90% of the cost of the future apartment, and depends on how long the family has been in line: 1 year - 5%, 2 years - 7%, 5 years - 19%, 10 children - 59%. And if you languish in line for 15 years or more, the amount of the subsidy covers 90 percent of the cost of a new apartment.

The family is looking for an apartment itself. And when he finds it, he concludes an agreement with the seller, which states that 59% will be given to him by the city budget. When children appear in the family, part of the debt for the apartment is written off from them. After the first child, a fee for 10 sq. meters of total area, after the birth of the second -14, and after the birth of the third -18. If triplets are born, then young parents are written off 18 meters. But if your family has children before joining the program, this will not bring you any benefits.

The amount of the subsidy is set in a specific region. But the subsidy can only be received by those young families who are already participants in regional programs to help young families acquire or build housing. There are different mechanisms for helping young families in the regions, and the conditions for participation in them: initial payment, credit check - are different for each region.

"After the wedding, we led a nomadic lifestyle. We moved from one parent to another, sometimes lived with our grandmother. But we wanted our own permanent corner. Nikolai's parents live in a communal apartment in the Petrogradsky district, where 6 people are registered at 45 meters (mom, dad, sister with two children and Nikolai himself.) Three years ago, they collected the documents and stood in line. Last summer we accidentally read information in the newspaper that there was such a program and contacted the housing department. In October we were invited for an interview. We filled out the questionnaire., by the way, not very complicated, but in December we were invited to get a warrant. Nobody expected that everything would happen so quickly, and therefore, of course, we have to urgently look for furniture, all kinds of kitchen utensils. It's great to have our own apartment! But to participate in the program we had to immediately pay at least 30 percent of the cost of the apartment and pay the rest within five years by making monthly payments. or to help - they vouched for us."

Anya and her family live in Mordovia with mom, dad, sister, husband and two children in a communal apartment in a room of 19 meters. 13 years ago, their family was placed on a privileged line to receive housing for the mother's disability. The family grew, but there were no prospects. Anya grew up and got married. Volodya's parents flatly refused to accept their son and wife at home, and the young had to press the father-in-law with the mother-in-law. For two years, the guys went to the authorities, but everything was useless. Someone from their acquaintances advised them to get a subsidy from the republican budget. The guys fully fit the conditions - their family is low-income (their total income of the spouses did not exceed 5,250 rubles). For participation in the Mordovia Mortgage Corporation, the size of the salary is also very important: the higher the earnings, the larger the loan. The minimum total income for a family of three is not very high - about 1,000 rubles, but the minimum loan is also small - about 10,000 rubles. A prerequisite for the purchase of housing is an initial payment of 10 percent of the cost of housing.

Volodya, 27 years old, cook, Vasilisa, 20 years old, student.

This pair from Kazan I got married three years ago, as soon as Vasilisa turned 18. They began to live with Vasilisa's mother. They were given a separate room in a small two-room apartment. While my brother and his family were on a business trip, everything went well, but in the summer he returned. Scandals began. I had to move to Volodya. Scandals again. They were about to get divorced, but in the summer, friends told them about the program. In the Republic of Tatarstan, apartments are sold to young families with payment by installments without interest and without indexation. The maximum amount for which an installment plan is given is 150 thousand rubles. The maximum term is 15 years. The first installment is at least 20 percent. The cost per square meter, approved by the State Construction Committee, is 8300 rubles. Without unnecessary red tape, we completed the documents and moved into a new apartment and are waiting for an addition.

In principle, conditions in all cities and regions are similar. In Moscow, however, there is some distinctive feature. If everywhere, and even in the Moscow region, you first need to pay a certain part of the cost, then in the capital, after a month of joining the program, you can already move to a new apartment. Special houses are being built for young families in Moscow.

Marina (22 years old) and Vadim (23 years old), teachers.

We have known each other for many years and have always wanted to get married and live together. But there was nowhere. In the end, they signed. But I wanted a beautiful life. And then they accidentally found out about the program, and went to the council. Marina's parents stood in line. Three months later, the young entered a new three-ruble note. This is not their apartment yet. They will receive theirs in 5 years, all this time young people will pay 100 percent for utilities and pay a monthly fee for future housing. So, for example, if a family has been standing since 1987, and a family of two moves into the apartment, they pay $ 220 for a two-room apartment if the year of production is 2000, for the same apartment the fee is $ 630 and 683 if it is 2002.

If you suddenly become rich, or vice versa, your income has sharply decreased, after 5 years you can buy not the apartment that you planned, but the one that the accumulated funds will allow. By the way, the contract time may not be limited to 5 years, if after this period the young people have not yet turned 30 and they already have money, they can enter the program again. In 10 years, there will be more money on the account, and the subsidy will increase. If you leave the program, the money will be returned to you in full.

How do I become a member of the program?

It is necessary to come to the administration of the municipality with the appropriate application and provide the following documents: a certificate from the place of residence on the composition of the family; a copy of the passport of each family member; a certificate from the place of work on the sources and amounts of income of each family member for the last 12 months; a certificate of the occupied living space; a copy of the marriage certificate (if the family is complete); a copy of the birth certificate of children, or documents confirming the adoption of a child; a certificate of recognition of members of a young family in need of better housing conditions and on the waiting list for improving housing conditions in local governments, if, of course, they are in such a queue.

In case of divorce, the contract is renegotiated. Then an additional agreement is accepted. The one who brings up the child remains in the program, unless, of course, he is solvent. No one will share an apartment between the spouses, since a young family, including an incomplete one, is a participant in the program. If the family of a family member is on the waiting list, the remaining program participant may remain in the program, but will not receive a subsidy at the end.
